Field of Expertise Requirements

Graduation from a recognized police training school Negotiating and interpersonal skills Ability to read and utilize maps Ability to perform first aid Regular, active police service experience Very good oral and written English communication skills Knowledge of International Police Standards and human rights
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
Police administrative courses in relevant field and specialized subject area.
Experience:
Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area.

Previous working experience with an international organization and/or experience in field missions within the reform of police education and/or training systems; Experience with hybrid forms of learning; Current and continuous experience in delivering police related training, including having a recognized and certified trainer/instructor in general, intermediate and/or advance police training, curriculum development and/or trainer of trainers skillset; Understanding of the core functions of policing: Operations, Investigations, Community Engagement & Communications & Policy.
Tasks and Responsibilities
Under the overall guidance of the Chief of Criminal Justice and Police Reform Unit and direct supervision of the Senior Police Adviser responsible for training, the incumbent is responsible for:
Providing recommendations to the department's and unit's leadership, Ministry of Internal Affairs and other partners in the analysis, development, implementation and evaluation of the police training programs; Proposing, developing and implementing the Mission’s activities/projects in the field of Police Training, in close co-operation with other Police Advisors of the Public Safety Community Outreach Department; Implementing or assisting in the implementation of other training initiatives that respond to identified needs from the OSCE, national and international partners, within the frame of the Mission's mandate and available resources; Delivering training, co-training, coaching and mentoring to national police trainers using modern Adult Learning Strategies consistent with the OSCE principles and methodologies; Monitoring, mentoring and guiding the national counterparts on implementation of the training programmes in the Ministry of Internal Affairs training system; Organizing, facilitating and participating in various meetings or working groups with national and international partners, reporting through the established channels, in line with the Mission's standard procedures and guidelines; Ensuring that human rights standards, police ethics and gender equality and other internationally recognized principles are integrated into decentralized applied police training and democratic policing; Supervising the work of one national mission member; Performing other related work as assigned.For more detailed information on the work of OSCE Mission to Skopje, please see www.osce.org/skopje.
