The UNDP Pacific Office in Fiji is supporting Election Management Bodies (EMBs) and democratic strengthening through several election projects operating under an election’s portfolio.

The Pacific Elections Assistance Program (PEAP) has been designed to maximise the utility of UNDP’s global elections experience by developing a dedicated office and focal point for UNDP electoral support in the Pacific. The program focuses on three region-specific outputs:

Electoral institutional capacity development Electoral decision making strengthened. Understanding of electoral norms and processes broadened and the professional development of national democratic institution stakeholders augmented.

The Voter Outreach for Transparent Elections (VOTE) Fiji project is working to reinforce the Fijian Elections Office by improving transparency, fostering civic awareness, and implementing a more robust gender-sensitive approach. The project is designed to contribute to the establishment of a representative and inclusive democracy, addressing societal and cultural barriers that hinder effective electoral processes.

The Project has four Fiji specific outputs:

Advanced Civic and Voter Education for Heightened Public Engagement, Participation, & Trust. Improved Civic Education Election Curriculum Fostering Youth Knowledge & Understanding. Enhanced Operational Templates for Improved Election Efficiency, Confidence, & Transparency. Strengthening ESAG: Elevating Election Security, Collaboration, Preparedness.

This Program and Project align with the UNDP Multi-Country Program Document (2023-2027) Strategic Plan outcome, \"No-one left behind,\" which centers on equitable access to opportunities and a rights-based approach to ongoing human agency and human development. The project's outputs directly contribute to the United Nations Sustainable Development Cooperation Framework (UNSDCF), Country Program Document (CPD), & Regional Programme Document (RPD).
 

Duties and Responsibilities

To improve the efficiency and transparency of electoral administration, the Editor will engage in reviewing and revising Pacific Election Management Bodies’ operations manuals and publications. This initiative aims to enhance clarity, accessibility, and compliance through the creation of plain language and easy read, inclusive manuals and outreach publications. This intervention is expected to reduce errors among staff, ensuring consistent and accurate electoral procedures, promoting a streamlined electoral administration process, and increasing transparency.

Responsibilities:

Review and Revision of Operations Manuals: Review the FEO's existing operations manuals. Revise documents to improve language clarity and overall usability. Ensure manuals are accessible and easily comprehensible for all users. Focus on plain language (and easy read format as needed) content. Establish Templates for Future Electoral Events: Develop standardized templates to be used for future electoral events. Ensure templates align with best practices and are user-friendly. Incorporate plain language and/or easy read formats in all templates. Work with Graphic Designer to ensure layout meets standards. Accessibility and Training: Ensure revised operations manuals and templates are easily accessible to relevant FEO staff. Promote effective utilisation and understanding of new documents. Provide training to the FEO on the importance and implementation of plain language and easy read formats. Quality Assurance: Implement quality assurance measures to verify the clarity, usability, and effectiveness of revised manuals and templates. Revise work after testing to identify and address potential challenges or areas for improvement. General Editing Support: Provide general editing support for corporate and public documents as required. Ensure documents maintain a professional tone and align with FEO and UNDP standards. Incorporate plain language and easy read formats where applicable.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

  Education:
Advanced university degree (master's degree or equivalent) in Languages, Journalism, or related field is required, or A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. Experience: Minimum 5 years (with master’s degree) or 7 years (with bachelor’s degree) of working experience in editing. Additional years of work experience will be an advantage. Proven experience in plain language and easy-read editing for technical documents. Strong understanding of accessibility standards and inclusive communication practices.  Excellent written communication skills in English, with attention to detail and consistency. Proven experience working with government institutions and agencies. Background in civic education, voter outreach, or public service communication. Training or facilitation skills, particularly in plain language and easy-read methodology.
