Master's degree in relevant field of study or relevant professional experience. Thorough experience in US FMS processes acquired after not less than eight years conducting FMS procurement or support in a managerial position. Thorough experience in contractual operations in a sizeable organization, acquired after a minimum of 15 years experience, including a minimum of five at managerial or executive level. Thorough experience in providing decisive advice to subordinates, peers, clients and other stakeholders. Comprehensive experience in project management. Ability to facilitate/present persuasively and negotiate effectively to achieve desired outcomes. Ability to multi-task, manage time and work effectively under pressure while producing high-quality products under short-notice deadlines. Very good analytical, writing, communication skills and the ability to conduct complex operational, compliance and performance assessments. Experience managing FMS cases with the US on behalf of NATO. Ability to interact with the US Authorities on high value and complex FMS cases. Ability to develop resourceful and effective solutions to problems (including HR), ability to focus team on performance goals and expectations, to track metrics and measure performance, and to engage problems early to mitigate risk and redirect performance. Demonstrated ability and experience in creating and developing diverse, inclusive and high performing teams through the application of inclusive leadership principles and practice. Sound digital literacy with experience in using office automation systems and software applications, e.g. Microsoft Office Suite (Word, Excel, and PowerPoint).
Specific Qualifications
Thorough knowledge of of the US Legislation and Policy, especially the Security Assistance Management Manual (SAMM), governing the FMS Program. Thorough knowledge of the US DoW and DoS structure and organization responsible for the FMS Program. Thorough knowledge of US FMS processes and policy, especially for Multinational FMS. Thorough knowledge of the standard clauses and provisions applied in FMS sales and the associated risks and liabilities for the purchaser. Good knowledge of the US Military logistics system and especially the US Military Standard Requisitioning and Issue Procedure (MILSTRIP). Good knowledge of acquisitions and procurement through Government-to-Government agreements. Good knowledge of the weapon systems supported by the Agency. Good knowledge or experience with the US DoW Supply and Transportation System. Knowledge of the NSPO Procurement Regulations and NSPA procurement prescriptive documents. Proficiency in administrative writing in the use of LOR/LOA publications. Practical experience and familiarity in the use of the Security Cooperation Information Portal (SCIP)
LANGUAGE QUALIFICATIONS
NATO's official languages are English and French. The work of this post is mainly conducted in English, therefore fluency in that language is essential and working knowledge of French is desirable.   WHAT DO WE OFFER?
