Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR’s activities are implemented in 57 participating States in accordance with ODIHR’s mandate. Among ODIHR’s main fields of activity is election observation as well as a large number of assistance projects in the areas of democratic institution building, the rule of law and human rights.

The main objective of the Common Services Department is to support the programmatic departments so that they can fulfil the ODIHR mandate and achieve the strategic objectives. Within the Common Services Department, there exists the Human Resources Unit (HRU), in which advertised post is located. HRU is responsible to ensure proper general HR administration including staff placement and contracting, administration of staff benefits and entitlements, payroll processing and to develop and implement staff learning and development plan. HRU ensures implementation of OSCE Staff Regulations and Staff Rules (SRSR) and executes HR administration for non-OSCE personnel including in the Elections Observation Missions (EOM).

Tasks and Responsibilities:

Under the overall supervision of the Chief of Human Resources Unit, the selected candidate will perform the following functions and duties:

Acting as the Training Focal Point in the ODIHR, ensuring the smooth preparation and implementation of ODIHR training plans and activities:
- identifying training providers,
- coordinating training activities with the providers and participants,
- executing logistical and financial arrangements for the training, including the on-boarding of new staff members.
- preparing training reports, analysis and recommendations, as well as relevant certification of the trainees.

2. Ensuring smooth paper flow associated with Special Service Agreements (SSA) between the hiring departments, Human Resources Unit and Finance Unit
- coordinating SSA processing in full compliance with relevant Staff Regulations and Staff Rules provisions,
- maintaining electronic files and reports related to SSA’s.

3. Supporting ODIHR Election Observation Missions (EOM) by:
- processing SSA submissions
- reviewing submissions concerning daily staff salaries

4. Preparing various staff employment certificates including data on salary, contracting, insurance, end of year salary statements,

5. Maintaining regular contact with the Polish Ministry of Foreign Affairs, Embassies and consular offices to ensure provision and extension of visas and MFA identification cards for the staff members and their eligible family members,

Necessary qualifications:

Completed secondary education. Specialized training or formal studies in general administration, human resources, diplomatic protocol and other relevant fields is an asset; A minimum of five years of working experience in human resources administration, including particularly Learning and Development component; Excellent oral and written communication skills in English and Polish; Excellent drafting and reporting skills; Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet. Experience with an Oracle software is an asset; Ability to establish and maintain effective work relations with different cultural and national backgrounds Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is approximately PLN 8,200. OSCE salaries are exempt from taxation in Poland. Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 68 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
