Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the International Monitoring Systems (IMS) Division that applies engineering and science to develop, instantiate, and to operate measurement stations around the world as well as to receive, process and disseminate the data collected by these stations as well as related analysis products.

Reporting Lines

Under the direct supervision of the Director, International Monitoring System Division, to:

Duties and Responsibilities

Monitor International Monitoring System (IMS) processes and products in regard to quality; review, evaluate and improve key performance indicators of the Division; and advise in the further development of performance monitoring and testing in relation to the progressive commissioning of the IMS, International Data Centre (IDC) and Global Communications Infrastructure (GCI); Ensure the development of documented information and promote approaches consistent with the Quality Management System of the Provisional Technical Secretariat (PTS), and in particular, manage the development of Station Specific Documentation as defined in the IMS Operational Manuals; Ensure that division activities follow established policies, processes and procedures, based on internationally accepted standards and best practices. Provide technical and strategic advice to the IMS Coordinator and establish new processes, introduce new practices to increase effectiveness, and assure quality. Lead and facilitate the establishment of a continual improvement process within the Division; Develop strategies for the optimization of the IMS life cycle sustainment; contribute to the decision-making processes by monitoring the life cycle sustainment activities to ensure that each station continues to perform at the level defined in the IMS Operational Manuals. Generate real-time insights as well as predictive analysis to put in place anticipatory and performance optimizing measures for major recapitalizations, improvements and equipment replenishment, efficient management of spare parts, and efficient logistical support activities. As required, coordinate maintenance and engineering quality control and performance monitoring activities and reporting on sustainment and recapitalization within the IMS Division and in collaboration with the IDC Division. Prepare and deliver training to staff of the Division on general quality management, and on IMS specific process approach, improvement, management of non-conformities, and implementation of corrective actions; In close cooperation with the Quality Management and Performance Monitoring Section, contribute to the further development of the Provisional Technical Secretariat (PTS) Quality Management System and advise on best practice approaches and policies for the IMS Division; Perform other duties as assigned.

Education

Advance university degree in geophysics, nuclear, systems engineering or related field

Work Experience and Qualifications

At least seven (7) years of relevant working experience in systems engineering or scientific and technology development for remote monitoring sites and large monitoring networks, part of which preferably in an international environment; Demonstrated experience in quality management and/or knowledge management is essential; a recognized international certification related to quality is an asset; Demonstrated experience of successful management of complex, result-based technical assistance programmes/projects is essential; Proven ability to build relevant relationship management with key stakeholders and partners is essential; In-depth knowledge and experience in designing, and maintaining quality management systems is highly desirable; Experience in development, support and training activities on quality management is highly desirable; Practical work experience in auditing quality management systems is an asset.

Languages

Excellent written and oral communication skills in English are essential; knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish)_is desirable.
