Duties and ResponsibilitiesObjective: To enhance DCO LAC’s strategic engagement with International Financial Institutions, private sector actors, and regional organisations in support of RC/UNCT-led SDG acceleration efforts. The consultant will work in close collaboration with the DCO LAC Regional Director and Team to support impactful initiatives. Key Responsibilities: Strategic Partnerships & External Engagement: • Formalise new agreements and follow up on operational partnerships with regional development banks (CAF, BCIE, IDB) to support UNSDCFs' delivery. • Design a Development Finance Capacity Enhancement Initiative for UNCTs, with tailored modules on blended finance, IFI engagement, and fiscal diagnostics for RCO and UNCT staff in close collaboration with UNITAR, UNU and other appropriate partner entities. • Collaborate with PDFOs, DCO Partnership Officers to create a DCO LAC Partnership & Financing Dashboard with a mapping of donor, IFI, and private sector opportunities aligned with UNSDCFs. Resource Mobilisation & Financing for Development: • Provide technical advisory services on blended finance, green bonds, climate financing, and other innovative instruments to RCs/RCOs and UNCTs in collaboration with UN entities, academic and other institutions. • Develop a \"Bankable Projects Repository\" gathering UNCT-validated, investment-ready proposals for submission to regional banks and IFIs. • Work in close collaboration with the DCO NY Chief of Partnerships and Economic Team in the Programme and Policy Branch in DCO NY to design and make accessible tools and templates to help RCS and UNCTS develop investment cases, resource mobilisation plans, and public-private financing models. • Collaborate with the RCO Communications Officers, Communications Focal Point in the DCO LAC team and UNICs to support DCO LAC in elevating visibility and strategic advocacy for financing for development. • Provide advisory support to RCS/PDFOs and UNCTs interagency partnership groups on structured private sector and IFI engagement, including vetting mechanisms and risk assessments aligned with UN principles. • Provide tailored support to fragile and transitioning high-income countries in designing integrated financing approaches. Knowledge Management & Strategic Communication: • Draft compelling briefing notes, donor pitches, and talking points for high-level engagements. • Contribute to the DCO LAC Communications and Visibility Strategy, highlighting successful partnership models and regional impact stories. Qualifications/special skills• Advanced degree in International Relations, Development Economics, Finance, or related field. • Minimum 10 years of experience in partnerships, donor relations, and resource mobilisation within the UN system or a comparable international organisation. • Proven track record engaging with IFIs, government donors, and private sector partners. • In-depth understanding of SDG financing mechanisms and regional development dynamics in LAC. • Analytical, negotiation, and strategic communication skills. Languages• Fluency in English; working knowledge of Spanish. Additional InformationNot available.
