Unit Context
The Maghreb Country Management Unit (MAP01) covers Bank activities in Morocco, Tunisia, Algeria, Libya, and Malta. The MAP01 Division Director is based in Rabat. The Country Management Unit (CMU) for Morocco, Algeria, Tunisia, Libya, and Malta (MAP01) oversees portfolio implementation, strategy direction, monitors impact, and evaluates results for the Bank’s portfolio in the five countries. The country unit has offices in Rabat, Algiers, Tunis, and Tripoli.
The Maghreb Country Management Unit is looking for an Operations Analyst who will be based in Rabat, Morocco. The successful candidate will report to the Sr. Operations Officer and will be an integral part of the Morocco Operations Team which included a Senior Operations Officer and an Operations Analyst.
Roles and Responsibilities
Under the guidance of the Senior Operations officer, her/his specific duties include the following:
• provide support to the CMU in managing the portfolio and pipeline of lending operations and non-lending activities in Morocco and beyond, including trust fund management;
• liaise with the client and coordinate with development partners and other external stakeholders; and
• assist the CMU in monitoring operations in the Maghreb department
More specifically, key responsibilities will include:
Operations Support:
• Support the implementation of the Country Partnership Framework and CMU's engagement in Maghreb
• Assist in country program management, including business planning and work program preparation, WPA budget allocation, monitoring of work program and budget implementation, quarterly reviews and progress reporting.
• Support CMU's deliverables and portfolio milestones, including lending deliverables, effectiveness deadlines, projects under supervision (including monitoring key performance indicators), restructurings, Implementation Completion and Results Reports, and Analytic and Advisory Services and provide regular updates to the CPC, the operations team and the Program Leaders, as needed.
• Support planning the preparation/implementation of portfolio quality, disbursement and pipeline reviews with the government as well as WB's operations units (regional development effectiveness unit, Global Practice units, etc.). Support developing new and innovative approaches to portfolio reviews using digital technologies and agile approaches.
• Assist the liaison, coordination and integration point for the extended country teams on operational questions;
• Assist in providing quality assurance reviews for key documents. including Project Appraisal Documents, Restructurings, Implementation Status Reports, Implementation Completion and Results Reports, Analytic and Advisory Services, and mission documents.
Strategic Directions and Corporate Commitments:
• Support the country strategic dialogue, including preparation and implementation of Country Partnership Framework
• Contribute to the preparation of management briefs and other major or complex internal reports.
• Support the planning and preparation of senior management visits or events (including liaison functions with headquarters on the World Bank Group/IMF Annual Meetings).
Selection Criteria
• Master's level degree and minimum of 2 years of direct relevant experience.
• Excellent analytical Research, Operational and Technical Skills - Ability to translate theoretical concepts into practical approaches for Bank operational work and prepare contributions to country strategy/GP strategic or operational frameworks and/or associated briefings and communications.
• Full proficiency in data handling and presentation software including PowerPoint, Excel and database software.
• Proven problem-solving skills and ability to apply these, under senior staff guidance, in analyzing relevant project issues, good practices, and lessons learned to carry out operational tasks.
• Knowledge sharing: Able to assist in developing and organizing the delivery of learning and knowledge dissemination programs.
• Excellent organizational skills and ability to work under tight deadlines with a high degree of pro-activity and initiative.
• Operational experience in a country office and one or more regions would be useful.
• Excellent interpersonal, written and oral communication skills; ability to listen carefully and provide sound advice in a constructive manner; ability and readiness to stand firm on difficult and sensitive issues; ability to convey ideas and positions clearly and tactfully to staff and managers at all levels.
• Flexible in undertaking various tasks as required by CMU based on urgent operational needs.
• Excellent oral and written communication skills in English, and French; including the ability to draft concise reports and correspondence.
