Background/IRC Summary: The IRC’s Resettlement, Asylum and Integration (RAI) department creates opportunities for refugees and other vulnerable migrants to survive and thrive in the US and Europe. RAI serves more than 100,000 individuals each year in the US, including thousands of newly arrived refugees and asylum seekers as well as the broader immigrant community, through a diverse portfolio of programs aimed at five core outcomes: Health, Safety, Economic Wellbeing, Education and Power.

Job Overview/Summary:

The Program Technology & Innovation Officer for RAI will report to the Senior Director of Measurement, Resettlement, Asylum, and Integration (RAI), and work in coordination with staff from across RAI and other departments to advance RAI’s capacity to use digital tools for impact. This position will lead the development and application of digital technology and internal and external web-based initiatives. The Program Technology & Innovation Officer will identify, coordinate, and centralize digital initiatives across RAI U.S. and Europe to create efficiencies, ensure that digital solutions are integrated and viable, enhance knowledge management practices, and support augmented digital literacy for staff and clients. Crucial to this role, this person must be able to communicate with technical and non-technical stakeholders to contribute to AI-assisted engineering efforts. This will require hands-on work in web development, digital and social marketing, digital communications, and AI.

Within the IRC, this position is part of the Learning & Impact team – a dynamic group of individuals who use technology, creativity, and innovation to expand the RAI department’s capacity to be more evidence-based and data-driven; ensuring learnings from our practice inform our work through informational and instructional design, and externally, influence the work of our sector and the wellbeing of our clients through training and technical assistance programs.

Major Responsibilities:

Lead planning, solution design, and deployment of digital initiatives, including numerous web, communications, and AI products, for RAI staff and clients, in collaboration with subject matter expert teams and technical teams to support program delivery, monitoring & evaluation, and knowledge management. Coordinate and provide technical assistance to staff requesting digital solutions, working in close collaboration with Technology for Programs service providers in RAI and CRRD. Work across RAI stakeholders to find complimentary program and technical approaches and unify technology efforts under a unified core set of technology, objectives, and strategy. Build and maintain pages for IRC’s intranet in coordination with appropriate teams. Contribute to development, maintenance, and coordination of systems to increase knowledge management capacity, including an accurate and universal knowledge base for RAI digital initiatives. Partner and manage communications with IRC IT, end users, outside vendors, tech partners, and educational institutions to advance RAI digital initiatives goals. Catalog digital initiatives in existence across the RAI network and document best practices and lessons learned. Lead/co-lead communities of practice related to digital initiatives / digital literacy. Stand as a proactive focal point between RAI, IT, and other Tech for Programs teams. Serve as the RAI representative to the IRC’s central demand management pipeline to manage incoming Technology for Programs requests for the entire IRC. Other duties as assigned

Job Requirements:

BA/BS or equivalent experience in a relevant field such as digital media, website/graphic design, marketing, computer science, international development, or related field. At least five years of proven experience in web development and/or digital initiatives (website, mobile, integrated campaigns, AI). Experience with Python and/or Javascript Willingness to prototype early and fast, coordinating amongst stakeholders both technical and non-technical with fast and relentless action Understanding of Generative AI fundamentals and the ability to match AI tools to use cases responsibly Solid grasp of user experience (UX) and user interface (UI) design, with a focus on accessibility and multilingual audiences. Excellent written and oral communication skills: the ability to communicate highly technological concepts and functions to non-IT personnel and engage in cross-functional collaboration and stakeholder engagement. Solid organizational and project management skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines Strong commitment to social service or humanitarian assistance programs and willingness to adhere to IRC’s code of conduct.

Preferences:

Experience with HTML, CSS, SQL, R Experience with Power Apps. Experience developing digital strategies, programs, and tools, including AI-driven tools, with expertise in using generative AI tools to enhance efficiency and support digital initiatives. Experience with open-source software, WordPress and Drupal websites, company intranets, digital analytic tools, or other digital platforms. Web content management experience, preferably with Drupal and Google Analytics. Experience in capacity building and digital literacy with non-native English speakers a plus. Experience with Github Experience with Agile or other iterative development methodologies. Experience engineering, evaluating, redteaming and deploying Generative AI applications Experience training staff on the use of Generative AI tools Knowledgeable and passionate about Responsible AI trends and applications Graphic design and digital marketing experience a plus. Nonprofit background a plus.

Working Environment***:***

This position can be based at IRC’s headquarters in New York City or remotely within the United States.

Compensation: (Pay Range: $85,000-$95,000) Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
