Work LocationHome-based Expected duration12 months Duties and ResponsibilitiesGeneral information The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. United Nation’s Environment Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This consultancy assignment is for the Coordinating Unit for the Mediterranean Action Plan (UNEP/MAP), Athens, Greece. 1. Purpose 1.1 The requirement for a consultant An office renovation consultant specialized in the field of construction management is required to supervise the implementation phase of the renovation work of UNEP/MAP premises in Athens. Specifically, the consultant will (i) monitor/supervise construction works for the renovation project, including coordination with the host Institution of UNEP/MAP premises which in parallel is undertaking the overall renovation of the building; (ii) review variations orders issued by the contractors regarding specifications and associated costs for the consideration of UNEP/MAP; (iii) produce “as built” drawings based on existing design drawings; (iv) assist in the supervision of installation of office equipment/furniture; and (v) produce monthly monitoring progress reports on supervision works. Tasks and Outputs 1. Output 1: Permitting document prepared and submitted. Permit obtained: 1.1 Compile required permitting documents as per licensing requirements document prepared by the consulting engineer. 1.2 Review completed documents and ensure that they fulfill required permitting requirements. 1.3 Submit permitting documents and apply for permit online. 1.4 Deliver permit to UNEP/MAP timely to implement refurbishment work. 2. Output 2: Implementation timetable agreed for the construction work to be undertaken by refurbishment contractor. 2.1 Meet with the refurbishment contractor and agree on timetable for implementation. 2.2 Coordinate between the refurbishment contractor and host Institution of UNEP/MAP premises which in parallel is undertaking the overall renovation of the building to ensure that work overlap would not result in delays in implementation of the agreed timetable. Amend implementation timetable if necessary. 2.3 Share draft timetable with UNEP/MAP for their inputs and comments. 2.4 Finalize timetable for implementation and submit to both UNEP/MAP and the contractor for approval. 3. Output 3: Amendments to design drawings/ specifications. 3.1 Meet with the architect/design engineer and validate the full list of prepared drawings, plans, documents, permit, BoQ, etc. 3.2 Undertake a desk review of received documents and prepare a list of issues of concern for further discussion. 3.3 Meet with the Contractor and highlight issues of concern. Agree on proposed amendments if necessary. 3.4 Submit proposed amendments on the design drawings/specifications for UNEP/MAP approval. 3.5 Update the design drawings/specifications/BoQ and disseminate certified copies to both the Contractor and UNEP/MAP accordingly. 4. Output 4: Five monitoring progress reports on supervision work. 4.1 Conduct ad hoc monitoring visits to refurbishment site, based on extent of work activities undertaken by the contractor, with an average 2 to 3 mandays per week. 4.2 Review variation orders prepared by the contractor and submit to UNEP/MAP for approval. 4.3 Prepare 5 monthly supervision reports to be submitted to UNEP/MAP. Each report shall include, but not limited to, percentage work completed versus planned as per Output 1, delays in implementation, scope of order variations (specifications and cost), and any other issues of concern. Reports shall be certified with the “seal of professional engineer” and shall include certified payment requests validating and clearing requests raised by the contractor. 5. Output 5: As built drawings and plans updated further to actual work implemented by the contractor. 5.1 Further to work undertaken by the contractor, update design plans and drawings to produce “as built plans and drawings.” 5.2 Submit the final “as built” drawing and plans (AutoCAD and pdf) signed and stamped with seal of “Professional Engineer” to UNEP/MAP for record keeping. 6. Output 6: Report on supervision of installation of office equipment/furniture. 6.1 Follow up on all aspects related to procurement and installation of office equipment and furniture. 6.2 Prepare a certified report on work undertaken, including details and specifications of all installed equipment and furniture. 6.3 Update the final report addressing raised comments and submit to UNEP/MAP for record keeping. Annex to the report specifications and technical data/catalogues of all equipment and installations. 7. Output 7: Final report to be submitted to UNEP/MAP no longer than two months upon staff return to office stipulating issues observed/detected which need to be addressed by the contractor, and measures implemented by the contractor to mitigate. 7.1 Undertake a detailed examination of the functionalities of office installations including any issues related to use of upgraded infrastructure or utilization of furniture/equipment. Document all issues of concern, including complaints raised by office staff. Examination to be conducted during the two months following staff return to office. 7.2 Raise non-conformity reports to the contractor/suppliers of equipment and furniture detailing issues of concern. 7.3 Follow-up on contractor/suppliers for addressing observed non-conformities and assess actions taken to resolve these issues to the satisfaction of UNEP/MAP. 7.4 Summarize issues observed and mitigation measures taken to address observed non-conformities, and document in a “Non-Conformities Report.” Qualifications/special skills• Advanced university degree in civil/architectural is required. • A graduate degree in construction management is desirable. • Minimum of five years of architectural/engineering work experience with a focus on management of building construction/renovation projects dealing with the knowledge of civil infrastructure as well as mechanical and electrical systems, plumbing, heating, ventilation and air conditioning (HVAC) is required. • Knowledge of Greek building codes and regulations for civil building structures is required. • Registration as “Professional Engineer” in the Technical Chamber of Greece is required.
