About this position
The Office of Evaluation and Oversight (OVE) is a functionally independent office which reports directly to the Boards of IDB and IDB Invest. OVE undertakes independent evaluations of the development effectiveness of the IDB Group’s work and dedicates substantial resources to disseminating its evaluation findings and recommendations. In addition, OVE validates the self-evaluations that are prepared by management at project completion for sovereign-guaranteed operations (PCR) and those for non-sovereign-guaranteed operations (XSR) when they reach early operating maturity. The purpose of these validations is to ensure the accuracy and credibility of the project performance rating system of IDBG.
In addition to its core evaluation function, OVE has a mandate to support the strengthening of evaluation systems and capacities in Latin American and Caribbean countries. In application of its 2020 strategy for Evaluation Capacity Development in LAC (ECD strategy), OVE has facilitated the creation of the first Network for Evaluation Capacity Development of national and subnational development banks and agencies. The network, also known as ReDeCA (Rede de Desenvolvimento de Capacidades de Avaliação), was formally launched in August 2021 with the participation of 15 Brazilian partner institutions and was expanded in 2023 to the rest of LAC. As part of its ECD strategy, OVE has also launched EVALAC, an annual week-long training on evaluation for LAC government officials tasked with evaluation responsibilities.
What you’ll do:
The primary objective of the consultancy is to support OVE´s PCR/XSR team in the coordination of the validation of PCR/XSRs, ensuring adequate distribution of assignments, tracking of progress, and timely delivery of final validations. In addition, the consultancy is expected to support OVE´s ECD team as time permits.
The key responsibilities will be to assist and support OVE’s PCR/XSR team in coordinating the validation of PCR/XSR, including:
Organizing assignments to validators and peer reviewers, tracking their progress, and addressing any questions pertaining to the process to ensure timely delivery of final validations. Communicating with IDB and IDB Invest management on PCR and XSR, being the focal point for receiving all PCR and XSR and sending validations for management´s review and comments. Coordinating the discussion and reviewing Management’s comments to the draft validations. Ensuring the production of final validations to be submitted to Management. Supporting the ECD team on various tasks related to the consolidation of ReDeCA and the preparation of EVALAC 2024.The consultant will provide any other support to OVE´s work and dissemination activities as defined by OVE Director.
What you'll need
Education: Bachelor’s degree in economics, public policy, tourism, public relations, or a similar field. A Master’s degree would be a plus. Experience: At least 2 years of combined experience in Evaluation, Research, Event Production/Organization, Public Relations. The ideal candidate would have worked in evaluation/research organizing outreach and stakeholder engagement events. Strong written and verbal communication skills are a requirement. Must be detailed oriented and highly organized. Languages: Proficiency in English. Knowledge of at least one more Bank language (Spanish, Portuguese, or French) would be a plus.Key skills:
