Office of Evaluation and Oversight (OVE) – Lead Evaluation Specialist

About this position: We are seeking Lead Evaluation Specialists to join OVE’s team to evaluate all aspects of IDB’s and IDB Invest’s work.
The Office of Evaluation and Oversight (OVE) is responsible for evaluating all aspects of the IDB Group's work. OVE undertakes independent and systematic evaluations of the IDB Group’s strategies, policies, programs, activities, delivery support functions, and systems. It disseminates the evaluations' findings so that recommendations for improvement can be used in the design, appraisal, and execution of new operations, providing oversight and support for enhancing the effectiveness of the IDB Group's evaluation system.
What you’ll do:
- Undertake and Lead Evaluations: design and lead, or support as a senior team member, complex evaluations on topics related to the development effectiveness of IDB and IDB Invest programs and operations, as well as corporate issues.
- Support IDB Group’s Self-Evaluation System: support the development of a strong self-evaluation system by reviewing and validating management self-evaluations of public and private sector operations.
- Contribute to Outreach: interact with and build relationships with IDB and IDB Invest operational staff, clients, academic and research institutions, evaluation offices in partner institutions, and other relevant stakeholders to further knowledge sharing and the development of evaluation capacity.
- Support to OVE’s Mission: contribute to other activities aimed at furthering OVE’s mission and improving the quality of its work, notably by providing technical or methodological advice; providing guidance to and mentoring junior staff, research fellows, and consultants; leading or contributing to the development of other evaluation products; and actively participating in ad hoc working groups and other OVE initiatives.
What you’ll need:
Education: Masters or (preferred) PhD in evaluation, economics, finance, public policy, or related field, with solid knowledge of evaluation methods (quantitative and qualitative) and international development issues
Experience: At least 15 years of relevant experience in economic development with a focus on leading and contributing to evaluative and analytical work, as demonstrated by the authorship of major evaluation reports, flagship reports, and publications in peer-reviewed journals.
- Experience with public policy or private sector investment in developing countries with a focus on one or more of the following areas:
- Regional growth and reduction of poverty and income disparities,
- climate change and infrastructure,
- Synergies between the public and private sectors to accelerate the achievement of development outcomes, including through private capital mobilization.
- Experience working with, or exposure to, portfolio data of IDB, IDB Invest, or other international financial institutions and with methodologies for evaluation of public and private sector operations for the preparation of IDB’s Project Completion Reports (PCRs) and IDB Invest’s Expanded Supervision Reports (XSRs) or similar reports in other international financial institutions. Demonstrated knowledge of the development challenges facing Latin America and Caribbean countries is an important plus.
- Experience with public or private financing instruments (e.g., public policy lending or investment loans; loans to private companies, equity investments, guarantees) and experience with, or exposure to, IDB and IDB Invest’s (or other international financial institution) operational strategies, policies and procedures, and performance standards is also a plus.
- Experience with macroeconomic modeling is a plus.
Language: Proficiency in English is required. Additional knowledge of Spanish, French or Portuguese a plus. Spanish is highly desirable so if you are not proficient, we will ask you to commit to learning once you join us, since the skill is essential for long-term success in this role.
