Organizational Setting
FAO Azerbaijan Partnership and Liaison Office, in close cooperation with the government and its in-line Ministries/Agencies, contributes to the sustainable agri-food systems, and supports the government with addressing issues food security, agriculture and rural development, natural resource management in the country. FAO’s technical assistance, provided mainly through projects, includes institution building, development of knowledge and competencies, and exchange of experience among FAO member countries.
Reporting Lines
Under the overall supervision of the FAO Representative in Azerbaijan, the programmatic guidance and direct supervision of the Assistant FAO Representative, and the technical guidance of the Lead Technical Officer (LTO).
Technical Focus
The National Specialist on Information and Communication Technologies will work in close coordination with the National Project Coordinator. The Specialist will assess the improvement of ASA’s information systems and services, including the development of electronic agriculture services, as well as the design of ASA’s online services and database systems within the project.
Tasks and responsibilities
• Support the work related to the assessment of the underlying framework of ASA’s information systems (both internal records and online services), identifying gaps and opportunities for improvement
• Oversee the development of design of the overall architecture and definition of the components and functions of the ASA’s online information and advisory system for farmers
• Support and advise on the modification and adaption of existing soil data interpretation software to conditions in Azerbaijan
• Carrying out the integration of ASA’s online consulting system into the EAIS of the MoA of Azerbaijan
• Support to improve ASA’s webpage to be more accessible and beneficial to the target groups/users
• Support to develop strategy to digitalize the ASA services
• Develop the data collection and management strategy and its successful implementation (infrastructure, software, human resources-capacity building).
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in Information Technology, Computer Sciences, Engineering or any other related fields
• Minimum 5 years of professional experience as ICT services design and implementation
• Working knowledge (Level C) of English and Azerbaijani languages
• National of Azerbaijan or resident of the country with valid work permit
