Introduction

The International Labour Organization (ILO) is a tripartite United Nations (UN) agency that brings together governments, employers, and workers of its Member States to advance decent work and social justice throughout the world. The ILO pursues the objectives of ensuring rights at work, encouraging decent employment, enhancing social protection, and strengthening social dialogue in the world of work.

This position is part of the ILO Office in Brazil (CO-Brasilia), in the city of Brasilia, Federal District. CO Brasilia has a program portfolio comprising three seamlessly interconnected work areas, each structured around a dedicated team:

• Social Justice: Focused on promoting equal opportunities, non-discrimination for vulnerable populations, and advocating for policies fostering productive inclusion.
• Employment: Dedicated to supporting sustainable businesses geared toward inclusive growth and decent work, along with initiatives promoting a fair transition in the energy, environmental, and digital realms.
• Fundamental Principles and Rights at Work: Devoted to championing initiatives related to FPRW, including the prevention and eradication of child and forced labour.

This position requires a technical, academic and/or researcher profile with skills to manage cooperation projects for development.

Reporting Lines

Under the direct supervision of the Employment Specialist and guidance of the ILO Country Office Director for Brazil, and technical guidance from the Regional Specialist on Green Jobs & Just Transition at ILO Lima, the National Officer (NO) is responsible for providing analyses on just transition; lead the management of a RBSA Project on Just Transition Promotion in the Amazon Region; and provide policy advice services to ILO constituents. The incumbent has a high degree of independence in completing work assignments. Supervision received is focused on the overall delivery of results impacting the Office. The Project Manager will also provide support to ILO engagement in high level events such as the 2025 UN Climate Change Conference (UNFCCC COP 30).

The NO also applies a solutions-oriented approach and coordinates the activities of projects’ staff and advisors. The NO works in close collaboration with the office’s operations and programme teams, ILO’s Regional and HQ staff, programme staff of other UN Agencies, Constituents, technical advisors and experts, multi-lateral and bi-lateral donors, and civil society, ensuring successful ILO programme implementation.

Description of Duties

1. Provide policy and technical assistance to ILO constituents in the formulation and implementation of just transition and green jobs policies, including in the context of Brazil’s nationally determined contribution on climate change and other relevant policies.
2. Provide policy and technical assistance to ILO constituents in the dissemination and appropriation of ILO conventions and recommendations relevant to just transition and climate-action policies.
3. Support ILO constituents in identifying their needs and provide adequate technical support, including through comparative policy analyses.
4. Support the design and delivery of workshops and capacity development on just transition and green jobs, circular economy and related Global meetings in Brazil. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to project sites independently or accompanying others.
5. Facilitate the effective participation and advocacy role of employers’ and workers’ organizations in policy design, implementation and evaluation of decent work programmes and projects.
6. Ensure the delivery of quality technical inputs, including qualitative and quantitative research and reports on just transition, in line with ILO core conventions, as demanded.
7. Represent the office in various forums, under the guidance of the Employment Specialist and the ILO Country Office Director in Brazil and in coordination with the Priority Action Programme on Just Transition.
8. Ensure communications to increase the ILO’s visibility at the national and related international levels. This includes the responsibility to liaise with the UN country team, and other key stakeholders, to ensure effective coordination with relevant national strategies.
9. Identify opportunities for technical and strategic partnerships with UN Agencies, International Financial Institutions, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of ILO, country needs and donors’ priorities.
10. Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, and active contribution to the overall office effort in resource mobilization, including by developing concept notes and project proposals.
11. Review, verify and analyse workplans, progress and final reports and other data for clarity, consistency and completeness and monitor the progress of Project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities. Monitoring of financial and substantive progress and results of project portfolio; identification of operational and financial problems and development of solutions and participation in evaluation exercises.
12. Other related duties as assigned.

Required qualifications

Education

First level university degree (bachelor’s degree) in economics, administration, law, social sciences, political science, sustainable development and/or environmental studies with a clear social development focus or other relevant field.

Experience

At least two (02) years conducting academic research in the fields of green jobs and/or just transition, with an emphasis on its labour policy and future of work dimensions.

Asset - Experience in providing technical assistance, project management and administration, with proven expertise in implementing projects and experience with international environmental funds policies and operations, and with indigenous and traditional populations are advantages.

Languages

Excellent command of both Portuguese and Spanish is required. Working knowledge of English is an advantage.

• Ability to lead and manage individual and group assignments and to supervise those undertaking the work.
• Ability to share knowledge and provide technical advice and guidance on latest policy developments in the areas of environment and sustainable development.
