Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 29688 USD yearly.

Introduction

The ILO in Ukraine is wrapping up its Transitional Development Cooperation Strategy 2024-2025 and in 2026 it starts the implementation of its Decent Work Country Programme for Ukraine which focuses on skills, employment, enterprise development, social protection, social dialogue and labour reforms to align Ukrainian labour market institutions closer to international labour standards and the relevant EU acquis as part of country’s journey towards the European Union.

Productivity Ecosystems for Decent Work is an ILO Development Cooperation programme that addresses constraints to productivity growth and decent work creation across policy-, industry-, and enterprise-levels in developing and emerging economies. Funded by the Government of Switzerland it identifies root causes of low productivity and strengthens the virtuous cycles between productivity growth and better working conditions. The programme focuses on the following key objectives:

At the policy-level the programme develops the capacity of ILO constituents and key line ministries to formulate and implement national employment policies and productivity frameworks and promotes social dialogue to ensure the fair sharing of productivity gains between employers and workers.

At the sector-level and enterprise-levels, it addresses constraints to productivity growth and decent work creation in Ukraine’s enterprises.

Introduction (Part 2)

In Ukraine, the ILO Productivity Ecosystems for Decent Work project will be implemented jointly with the Swiss-funded Competitiveness for Recovery Programme over a period of five years. The ILO project will provide cross-cutting support to the Competitiveness for Recovery Programme by strengthening labour-market conditions and governance to boost competitiveness, addressing labour shortages, improving mobility, enhancing job quality and by implementing broader labour-market interventions such as promoting tripartite social dialogue.

The National Project Officer will support the Programme Manager and team members of the project in the implementation of the projects’ outcomes and activities related to employment policy and productive employment. This will include providing technical advisory services to implementing partners and to beneficiaries within the policy and procedural requirements established by the ILO and the global programme, promoting ILO policies and standards for productive employment, and supporting the implementation of project interventions that focus on promoting productive employment and decent work.

Reporting lines

The National Project Officer reports to the Project Manager. The incumbent will be technically supported by the specialists for employment policy and for sustainable enterprises within the Decent Work Teams/CO-Budapest, and will receive technical advice and support from the EMPLOYMENT Department as well as the Global Productivity Ecosystems for Decent Work programme team, located at ILO Headquarters.

Description of Duties

1.Provide support to the Project Manager on the day-to-day implementation of the project activities in conformity with project objectives and in line with the Productivity Ecosystems for Decent Work in Ukraine project strategy, project partners, international and national experts, and ILO constituents.

2.Work in close collaboration with (partners) to design and revise project annual work plans, as well as preparation of budget proposals, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the project supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.

3.Participate in the development and review of statistical data, employment policy documents and associated outputs. Review reports and ensure technical quality and present findings in national dialogue events with Constituents and other stakeholders; Monitor progress (updating the Monitoring and Evaluation plan) and support in programming and budgeting activities.

4.Assist in provision of technical advisory services to implementing partners, constituents and beneficiaries of the project on employment policy, especially the design, adoption and implementation of the National Employment Strategy, as well as other relevant economic policies. Coordinate with other projects implemented in CO-Kyiv on the efforts towards the development of the employment strategy.

5.Participate in establishment of effective partnerships and coordination with the ILO Constituents, bilateral and multilateral donors, NGOs, private sector organisation as well as sister UN Agencies in support of building a support environment for achieving productive employment.

6.Review, verify and analyse work plans, progress and final reports and other data for clarity, consistency and completeness, and monitor the progress of project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.

7.Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets, including the Competitiveness for Recovery Programme implementation partner.

Description of Duties (Part 2)

8. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems and propose solutions and actions.

9. Contribute to the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status activities of the Project to be used in working groups, alliances and other meetings of the Country Office and/or for the programming and the implementation of the ILO Decent Work Country Programme 2026-2029.

10. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to project sites independently or accompanying others.

11. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project matters. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials. Provide ad hoc interpretation services to the PM and ILO specialists, project experts, associate experts and visiting officials.

12.Perform other duties as may be assigned by the Project Manager and Country Director.

Required qualifications

Education

First level university degree in economics, public policies, development studies or a relevant field.

Experience

Two years of professional experience at the national level in the area of employment policy and/or employment creation programs, project implementation, monitoring and evaluation. Prior engagements with UN and ILO projects would be given special consideration. Understanding the ILO, the United Nations system, and experience in working with officials of government ministries, employers’ and workers’ organizations is an advantage.

Languages

Excellent knowledge of Ukrainian and English, both oral and written

Competencies

Knowledge of programme and budget, project administration, and evaluation concepts and procedures, and of the mandate and structure of labour market institutions in Ukraine. Knowledge of the office’s financial rules and regulations. Good knowledge of the context and challenges for the project areas of expertise. Strong analytical skills and ability to justify requirements and approaches to problem resolution, and good drafting skills. Good ability to interpret project information and to identify and analyse problems with implementation Ability to communicate effectively both orally and in writing. Ability to clarify information Demonstrate collaborative and teamwork experience and ability to work effectively with a multicultural and interdisciplinary team, as well as to work on his/her own initiative. Ability to work independently, quickly, precisely, and take initiative and responsibility. Ability to work under pressure and to meet the deadline. Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications. Ability to deal with people with tact and diplomacy. Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
