Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 62,542 (USD) yearly.
The ‘PROSPECTS’ Partnership for improving Prospects for host communities and forcibly displaced persons, was launched by the Government of the Netherlands in 2019 in response to forced displacement crises, bringing together the International Finance Corporation (IFC), the International Labour Organization (ILO), the UN Refugee Agency (UNHCR), the UN Children's Fund (UNICEF) and the World Bank. The partnership spans eight countries, namely Egypt, Ethiopia, Iraq, Jordan, Kenya, Lebanon, Sudan, and Uganda.
Within the framework of the PROSPECTS partnership in Lebanon, ILO’s focus is on enhancing resilience of the country’s crisis-distressed labour market and creating better livelihoods and employment opportunities for both Lebanese host communities and Syrian refugees. It is doing so by promoting the development of market relevant skills (Education and Learning Pillar); enhancing employment placement services and labour market governance, and promoting micro, small and medium sized enterprises as well as sectors, including the agriculture and agri-food with potential for decent job creation (Employment and Economic Inclusion Pillar); and strengthening social protection schemes (Protection Pillar).
A second phase of the partnership will start in January 2024 and last until end 2027, building on the strategic areas of intervention and maximizing impact from phase one. ILO will build on the results and lessons learned under the three pillars of phase I, while also introducing new interventions in the second phase that were identified with the PROSPECTS partners to respond to evolving needs and priorities. One such intervention that has been introduced under the Protection Pillar of PROSPECTS II in Lebanon is in the area of child labour whose prevalence and severity have increased in the past years as a result of the multifaceted crises in the country.
Under a recently developed joint UN framework for addressing child labour and building on its mandate and previous engagement in the area of child labour in Lebanon, the ILO will work closely with UNICEF, UNHCR, FAO and other UN agencies and partners to support the Lebanese Government in addressing child labour through a set of upstream and downstream actions. These include: i) support to review of national legislation, policy advocacy and coordination; and ii) sectoral interventions at the sub-national level with the focus on the agriculture sector.
The National Officer (NOA) will support the implementation of the Child Labour interventions under PROSPECTS Lebanon, while also working on the integration of Fundamental Principles and Rights at Work (FPRW) across all of ILO’s PROSPECTS interventions with the partners under all three pillars. As such, the incumbent will work very closely with the entire PROSPECTS Lebanon team.
The National Officer (NOA) will report to the Regional Chief Technical Advisor (CTA) of PROSPECTS Lebanon, Jordan, and Iraq based in Beirut. S/He will closely coordinate with the other officers working in PROSPECTS Lebanon programme and will support them in the integration of FPRW. S/He will also coordinate with and seek technical inputs as needed from the relevant DWT Specialists at the Regional Office for Arab States and HQ department (FUNDAMENTALS). The position will be based in the ILO Regional Office for Arab States in Beirut, Lebanon.
1. Prepare and regularly update the assigned components related to child labour in the project annual work plan, while supporting the integration of FPRW across the different project interventions. Maintain close cooperation and coordination with the government, employers' and workers' organizations in the planning of activities related to child labour.
2. Review, verify and analyze relevant components of the monitoring plans, progress reports and other data for clarity, consistency and completeness in close coordination with ILO PROSPECTS Reporting Officer and the entire PROSPECTS Lebanon team. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
3. Prepare/provide inputs to terms of references for consultancies, implementation agreements, seminars related to child labour or other relevant activities undertaken by the project. Ensure continuous follow-up with implementing partners and provided required support.
4. Ensure the delivery of quality technical inputs, including qualitative and quantitative research under the Child Labour component in line with the project workplan.
5. Closely follow-up with constituents, line ministries, relevant stakeholders and partners, and thematic committees and working groups to expedite implementation and meet targets. This includes regular meeting and field visits of partners’ activities.
6. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts of the allocated funds under the PROSPECTs Lebanon Child labour component by analysing and monitoring situation of resources as compared to the project workplan and the assigned budget and making recommendations for remedial action. Identify problems, propose solutions and actions.
7. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings and implement capacity building interventions for selected local partner organizations on child labour and other dimensions of FPRW.
8. Support identification of emerging opportunities in expanding ILO’s work on child labour under PROSPECTS and other programmes; and assist in drafting proposals to tap on funding opportunities in this area.
9. Under the supervision and guidance of the PROSPECTS CTA, coordinate closely with relevant DWT specialist and Programme Officer from Regional Programming Unit on the broader ILO work on child labour within the UN framework.
10. Liaise closely with UNICEF, UNHCR, FAO, other UN agencies and related ministries and represent the ILO at meetings on Child Labour in Lebanon, donor/partner meetings and UN agencies’ meetings, a requested.
11. As needed, analyse and prepare background information, technical inputs and statistical data about the relevant project component (Child Labour) that feed into reports, speeches, presentations and advocacy materials. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project matters
12. Undertake any other duties or tasks requested by the PROSPECTS CTA as needed.
First level university degree in Law, social sciences, economics, development studies or other relevant field. An advanced degree in any of these fields would be a strong advantage.
At least one year of professional experience at the same level implementing and/or supporting development projects at the national level.
At least two years of experience with the UN or international organizations in working on child labour, child protection, and promoting decent work/rights at work is required.
Excellent command of written and spoken English and Arabic.
