Development cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of development cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade.
The initiative named Haya Karima (HK) “Decent Life” is a cornerstone of the Government efforts to tackle multidimensional poverty. HK is a large-scale initiative that integrates and consolidates efforts among national state institutions, the private sector, civil society, and development partners in Egypt. It aims at expanding the umbrella of comprehensive social protection by focusing on meeting the needs of Egyptians in the poorest villages.
ILO is part of the EU action to support Haya Karima initiative. As per its mandate in social protection, the ILO component focuses on supporting the Egyptian government in enhancing the social protection system and extend the social protection coverage to different groups including informal economy workers. ILO will work closely with the government to develop a social protection floor to ensure people are protected against the different shocks during their life cycle.
The Haya Karima project is a joint initiative implemented in cooperation with UNICEF and WHO. It aims to support the Ministry of Social Solidarity and the National Organization for Social Insurance in implementing the social insurance and pension system, extending social protection coverage, and ensuring its financial sustainability. The project will also assist the Universal Health Insurance Authority in implementing the Universal Health Insurance Law and strengthening the financial management of the system. The ILO component will be carried out under Outcome 2 of the project: Strengthening social protection systems, at both national and local levels, for the benefit of disadvantaged groups.
Reporting lines
The incumbent will perform its duties under the direct supervision of Senior National project coordinator. S/he will work in close collaboration with other project team members and other related programmes/projects of the Country Office as required, under the overall responsibility of the ILO Country Director for Egypt.
First level university degree in social science, development studies or a relevant field.
Excellent command of English language, and native Arabic speaker.

Knowledge of the Egyptian social security system and understanding of the ILO social security standards are strong advantages. Otherwise, demonstrated capacities to learn efficiently on new topics; Ability to interact with Government, Civil Society, Academia and the Media on issues related to social security reform; Research and analytical skills. Drafting skills. Knowledge of methods and techniques for designing and assessing quality and efficiency of process execution. Ability to interpret and work within applicable rules, regulations, policies and procedures. Ability to maintain effective working relationships with key stakeholders. Ability to manage competing priorities. Ability to adapt quickly to new software and systems. Ability to oversee the work of and provide guidance to staff. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
