Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in development cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

    Development cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of development cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    Introduction

    The Egyptian National Child Labour Survey (2010) reported that there is a total of 1.8 million working children in Egypt, out of which 1.6 million children are engaged in hazardous or unlawful forms of work.

    The Government of Egypt has expressed strong political will to accelerate actions on the elimination of child labour. Accordingly, with the support of ILO, the Government of Egypt, led by the Ministry of Labour (MOL), launched the National Action Plan for Combating Child Labour and Supporting Families (2018-2025) (NAP). In the NAP, Egypt identified roles and objectives of the Governmental agencies, employers’ and workers’ organizations responsible for assisting children in or at risk of child labour and promoted joint actions towards tackling this issue.

    Accelerate the Elimination of Child Labour, Improving Working Conditions and Empowering Families in Jasmine Supply Chain in Egypt (ACCEL Egypt -Harvesting the Future) project aims to eliminating child labour in Jasmine picking through child protection measures and improving working conditions in the Jasmine supply chain in Egypt as well as addressing the working conditions issues in the Jasmine production through the partnership between Fair Labour Association and the International Labour Organization (ILO).

    This position is required to provide programming and administrative support to implement activities in the area of eliminating child labour. Incumbent is responsible to review child labour related reports, coordinate with the project team, partners and beneficiaries in the field and assist in planning, implementing, monitoring and evaluating planned activities.

    Reporting lines

    The National Project Coordinator will provide technical support to the project and will report directly to the Project Manager under the overall responsibility of the Decent Work Team/Country Director for Egypt and Eritrea.

    Description of Duties

    1. Support leading the project timely implementation, monitoring and evaluation through coordination functions, including provision of technical and administrative supervision to the project team in line with the ILO policy, rules and regulations and according to the final project document and work plan.

    2. Contribute proposals for programme/project development and serve as national programme advisor to the Directorate and draft portions of programme and budget proposals, project proposals, programme background, country strategy papers, objectives and project reviews and evaluation. Monitor progress of ILO programmes, projects and activities, by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.

    3. Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.

    4. Provide or ensure access to legal and policy advice to the government and the social partners on issues related to the effective implementation of the fundamental principles and rights at work, with a particular emphasis on freedom of association and collective bargaining.

    5. Organize training programmes and awareness raising activities to improve understanding on fundamental principles and rights at work.

    6. Ensure the delivery of quality technical inputs, including qualitative and quantitative research in line with ILO core conventions on fundamental rights at work.

    7. Maintain close cooperation and coordination with government, employers' and workers' organizations in the planning and implementation of activities under the project.

    8. Establish and develop knowledge management system covering technical activities under the project, including other economic and social issues of relevance to the project.

    9. Develop and maintain strong links with ILO specialists within the ILO Decent Work Team in Cairo and other colleagues in the field and HQ, on specific technical areas requiring comprehensive and collaborative interventions.

    10. Represent the project in various fora, under the guidance of the ILO Director and periodically report, monitor and facilitate the evaluation of all project’s components according to the project’s document and work plan. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.

    11. Ensure high-level communications to increase project’s visibility at the national and international levels. This includes the responsibility to liaise with the UN country team, and other key stakeholders, to ensure effective coordination with relevant national strategies and related technical projects. Under direct guidance of the DWT/CO-Cairo Office and the Project Manager, maintain relations with mass media and concerned media groups in order to increase the impact of the project in society as a whole.

    12. Other related duties as assigned.

    Required qualifications

    Education

    First level university degree in economics, social sciences, or related field, and strong knowledge on development issues, particularly in Egypt.

    Experience

    At least three years of experience in project coordination, supervision, administration and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor).

    Technical requirements:

    Good knowledge of Child protection, as well as child labour, poverty reduction, and social policies. Knowledge of the policy making process.

    Languages

    Excellent knowledge of English and good knowledge of Arabic.

    • Clear commitment to mainstream gender into project activities.
    • Ability to lead and work in a team and good interpersonal relations.
    • Ability to train and guide personnel.
    • Ability to work under time pressure and meet deadlines.
    • Ability to work in diversified environments.
    • Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office
    • Ability to work independently with a minimum of supervision.
    • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
