Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A two-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 37,393 (EUR) yearly.
ILO Decent Work Team/Country Office for Central and Eastern Europe (DWT/CO-Budapest) is implementing an EU funded project in North Macedonia. The project is addressing the most significant challenges to effectively improve workers’ well-being and productivity, in particular:
- Insufficient information on constraints and drivers for enhanced OSH conditions, and inaccurate data on occupational fatalities, injuries and diseases;
- Inadequate legislation, regulations and policies on OSH;
- Lack of capacity necessary for prevention, compliance and enforcement related to OSH;
- Insufficient awareness and understanding of occupational hazards and risks and the need for safe and healthy workplaces.
The overall objective of the project is to contribute to the realization, in law and practice, of the fundamental right to a safe and healthy working environment for all workers in North Macedonia. The project will deliver strategically structured interventions that will lead to: i) change of the legal and policy frameworks, ii) change in the organizational practices, and iii) increased knowledge and change in attitudes of the target groups, and ultimately lead to decrease of the number of occupational accidents, injuries and diseases.
The interventions are tailored to the specific needs of the stakeholders in North Macedonia, Ministry of Economy and Labour, State Labour Inspectorate, trade unions and employers’ associations, National OSH Council and professional OSH organisations to create ownership and lasting benefits after project closure.
Specific objectives of the project are:
Outcome 1. A national OSH framework conducive to the promotion of a safe and healthy working environment is in place.
Outcome 2. Systems and procedures for improved labour inspection services are in place.
Outcome 3. Improved OSH Information system and procedures are in place.
Outcome 4. National capacities to promote a safe and healthy working environment for all workers are strengthened.

The Project Coordinator will be responsible for the overall coordination of the project’s implementation to ensure the timely delivery of and reporting on project deliverables under the four project components. S/he will be responsible for building and managing a close collaboration with the project partners including the tripartite ILO constituents in North Macedonia and the donor.
Reporting lines
The Project Manager will report to the Labour Inspection and Occupational Safety and Health Specialist of the DWT/CO-Budapest. S/he will work in consultation with other DWT/CO-Budapest specialists where applicable, as well as with the relevant ILO Headquarters Units. The incumbent is expected to closely collaborate and coordinate with the ILO National Coordinator for North Macedonia.
He/she will supervise the work of the Project Administrative Assistant.
1.Review the country’s specific legislation, policies and measures in the area of Occupational Health and Safety and Labour Inspection.
2.Work in close collaboration with State Labour Inspectorate, Ministry of Economy and Labour, National OSH Council, other state institutions, the social partners, and the EU Delegation in North Macedonia) to design and revise project annual work plans, as well as preparation of the budget proposal, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the project supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
3.Review, verify and analyze work plans, progress and final reports and other data for clarity, consistency and completeness, and monitor the progress of project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
4.Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets.
5.Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems and propose solutions and actions.
6.Provide programming and administrative support to cooperation activities in the area of Occupational Safety and Health and Labour Inspection Actively participate in and provide inputs to support tripartite dialogue for developing policy and legislative framework on Occupational Safety and Health and Labour Inspection; facilitate capacity building and knowledge transfer activities for stakeholders to understand best practices in OSH systems and frameworks; oversee and coordinate the development and deployment of the OSH Information system and procedures, State Labour Inspectorate IT system and procedures, ensuring software procurement, testing, and deployment align with system requirements and stakeholder needs; organize trainings for OSH Information system and procedures and the State Labour Inspectorate IT system, ensuring that all relevant personnel understand system functionalities and workflows.
7.Facilitate introduction or strengthening of OSH education into occupational and qualification standards, curricula, teacher training and piloting at TVET schools.
8.Develop and oversee implementation of the small grant scheme for employers’ organisations, workers’ organisations and OSH-specialized NGOs to deliver OSH services to their members, in line with ILO procedures
9.Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to project sites independently or accompanying others.
10.Brief ILO specialists, ILO National Coordinator, project experts, associate experts and visiting officials and provide relevant information on project matters. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials.
11.Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the Project.
12.Perform other duties as may be assigned by the Country Director.
First level university degree in public administration, law, Occupational Safety and Health, engineering, or related field. Advanced education in occupational safety and health, engineering or systems management would be an advantage.
At least one year of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Experience in information systems development and deployment and/or legislative support would be an advantage. Proven experience in working effectively with government bodies in charge of policy making and with development partners would be an asset.
Technical requirements:
• Knowledge of OSH frameworks, labour inspection, labour standards and EU acquis, and the legislative processes related to OSH enforcement.
• Understanding of OSH and information system development.
Excellent knowledge of the of the Macedonian and English language.
• Knowledge of programme and budget, project administration, and evaluation concepts and procedures.
• Knowledge of the ILO’s financial rules and regulations.
• Good knowledge of the context and challenges for the project areas of expertise and of the mandate and structure of labour market institutions in North Macedonia.
• Strong analytical skills and ability to justify requirements and approaches to problem resolution, and good drafting skills.
• Good ability to interpret project information and to identify and analyze problems with implementation
• Ability to communicate effectively both orally and in writing. Ability to clarify information
• Demonstrate collaborative and teamwork experience and ability to work effectively with a multicultural and interdisciplinary team, as well as to work on his/her own initiative.
• Ability to work independently, quickly, precisely, and take initiative and responsibility.
• Ability to work under pressure and to meet the deadline.
• Ability to deal with people with tact and diplomacy.
• Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
