*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is BRL 18.600,00 monthly.

Introduction

The International Labour Organization (ILO) is a tripartite United Nations (UN) agency that brings together governments, employers, and workers of its Member States to advance decent work and social justice throughout the world. The ILO promotes opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity. The ILO pursues the objectives of ensuring rights at work, encouraging decent employment, enhancing social protection, and strengthening social dialogue in the world of work.

This position is part of the in the ILO Office in Brazil (CO-Brasilia) and will be located in the city of Belém do Pará. CO Brasilia has a program portfolio comprising three seamlessly interconnected work areas, each structured around dedicated team:

• Social Justice: Focused on promoting equal opportunities, non-discrimination for vulnerable populations, and advocating for policies fostering productive inclusion.
• Employment: Dedicated to supporting sustainable businesses geared toward inclusive growth and decent work, along with initiatives promoting a fair transition in the energy, environmental, and digital realms.
• Fundamental Principles and Rights at Work: Devoted to championing initiatives related to FPRW, including the prevention and eradication of child and forced labour.

This position requires a profile for managing projects for development cooperation, partnership, mobilizing resources with technical knowledge in just transition towards environmentally sustainable economies and societies.

Reporting Lines

Under the direct supervision of the Employment Specialist and guidance of the ILO Country Office Director for Brazil, and technical guidance from the Director of the Action Programme on Just Transition at ILO HQ the National Officer (NO) is responsible to provide analyses on just transition; lead the formulation and management of project activities; and provide policy advice services to ILO constituents. The incumbent has a high degree of independence in completing work assignments. Supervision received is focused on the overall delivery of results impacting the Office. The Project Manager will also provide support to ILO engagement in high level events such as G20 and COP-30.

The NO also applies a solutions-oriented approach, implement programmes, and coordinates the activities of projects’ staff and advisors. The NO works in close collaboration with the office’s operations and programme teams, ILO’s Regional and HQ staff, programme staff of other UN Agencies, Constituents, technical advisors and experts, multi-lateral and bi-lateral donors, and civil society, ensuring successful ILO programme implementation.

Summary of key functions:

• Identify priorities for just transition towards environmentally sustainable economies and societies
• Support the elaboration and Implementation of a strategy on development cooperation projects.
• Give technical assistance in the creation of strategic partnerships and implementation of the resource mobilization initiatives
• Organize capacity building and knowledge sharing events.

Description of Duties

1. Review and analyse the country’s specific development plans and priorities, socioeconomic data, reports and other relevant information on just transition. Identify potential technical cooperation areas and provide written analysis on the findings to the Employment Specialist and the Country Director.
2. Work in close collaboration with the Ministries of Planning and Environment, as well as with OTC and other UN agencies and social partners, to design and revise project annual work plans as well as to prepare the budget proposal, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the Project supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners.
3. Review, verify and analyse work plans, reports and other data for clarity, consistency and completeness and monitor the progress of Project activities. Follow up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support the successful completion of agreed activities.
4. Follow up with relevant technical officers with counterparts in organizations and line ministries at the national level, partner and executing agencies, government offices, constituents, and other organizations to expedite implementation and meet targets.
5. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring the situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems and propose solutions and actions.
6. Support the design and delivery of workshops and capacity development on just transition and green jobs, circular economy, and related global meetings in Brazil. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to project sites independently or accompanying others.
7. Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on the status of the overall activities of the Project.
8. Analyse information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, and active contributions to the overall office effort in resource mobilization, including by developing concept notes and project proposals.
9. Ensure communications to increase the ILO’s visibility at the national and related international levels. This includes the responsibility to liaise with the UN country team, and other key stakeholders, to ensure effective coordination with relevant national strategies.
10. Perform other duties as may be assigned by the Employment Specialist and Country Director.

Required qualifications

Education

First university level degree in economics, administration, law, social sciences, political science, sustainable development, development studies and/or environmental studies with a clear social development focus or other relevant field.

Experience

At least two (02) years of professional experience, at the national level, in project management in areas related to social justice, decent work, vulnerable people and/or climate change.

Assets: Proven experience in one or more of the following areas:
Working effectively with government bodies in charge of policy making; Partnership development, capacity building and stakeholder engagement; and research and analysis on the impacts of climate change and the transition to a low-carbon economy on employment, income, and vulnerable groups; Proven knowledge of environmental policies, social dialogue, just transition and green jobs; Familiarity with the policy-making process in Brazil, particularly related to renewable energy, bioeconomy, waste management, ecotourism, agroecological practices, and biodiversity conservation and knowledge of the ILO's Decent Work Agenda, including the Guidelines for a Just Transition and the Indigenous and Tribal Peoples Convention (No. 169).

Languages

Excellent command of Portuguese and English is required. Working knowledge of Spanish is an advantage.

Technical Competencies

- Knowledge of project administration and evaluation concepts and procedures, and knowledge of the office’s financial rules and regulations.
- Good knowledge of the context and challenges for the project areas of expertise, including the structure of environmental institutions in Brazil.
- Strong analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills, including good ability to interpret project information and to identify and analyse implementation problems.
- Ability to communicate effectively both orally and in writing. Ability to clarify information
- Demonstrate collaborative and teamwork experience and ability to work effectively with a multicultural and interdisciplinary team as well as work on his/her initiative
- Ability to work independently, quickly, precisely, and take initiative and responsibility
- Ability to represent the Organization and present/promote ILO’s perspectives on just transitions and the ILO's position on it to partners with a view to gaining their support to advance the desired course of action.
