Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A 15 months fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 236510 (ILS) yearly.
The ILO Representative Office in Jerusalem works to promote decent work principles and fostering the development of inclusive and responsive labour market policies. These efforts contribute to an environment that supports economic and social progress, ensuring decent work. The ongoing conflict in the Occupied Palestinian Territory (OPT) has inflicted a devastating toll on the Palestinian economy and labour market. Over 500,000 workers, primarily in the West Bank, have lost their jobs due to a combination of escalating violence, Israeli restrictions, and a collapsing private sector. Wages have plummeted, pushing countless families into poverty, while the lack of robust worker representation and support systems has left many vulnerable to exploitation and unsafe working conditions.
Within the framework of the ILO's Emergency Response Plan (ERP), one pillar focuses on labour market recovery under which several interventions are foreseen to mitigate the immediate impact of conflict and economic hardship on Palestinian workers while fostering long-term labour market resilience. By empowering workers through enhanced rights protection, data-driven advocacy, and expanded support services, the project seeks to improve working conditions, reduce dependence on the Israeli economy, and promote a more sustainable and equitable labour market. Under this ERP pillar, one development cooperation project specifically on labor market recovery will be implemented in parallel to work funded from ILO RBSA resources, ensuring synergies and complementarity.
The national officer will support the work under this pillar and will be based in Ramallah to support the implementation of the Labour Market Recovery Project and all related activities as per the duties outlined in the description below.
Reporting lines
The incumbent reports to the Project Technical Officer on labour market recovery and will receive technical guidance from relevant Decent Work Team specialists.
1. Assist in reviewing and analysing national development plans, socioeconomic data, reports, and other relevant information. Contribute to identifying potential areas for technical cooperation and provide brief written summaries of findings to the supervisor.
2. Collaborate with project national partners to support the design and revision of annual work plans and the preparation of budget proposals. Assist in identifying challenges and potential solutions, particularly in relation to the capacity development of government agencies, line ministries, and social partners. Ensure gender equality and non-discrimination are reflected in all project activities.
3. Support with managing the partners including leading on identification and selection, management of contracts, monitoring, reporting, evaluation and audits.
4. Assist in monitoring the progress of project activities by supporting the review and preparation of technical and administrative documents and conducting field missions to implementation sites to monitor quality and timeliness of implementation. Help collect data and draft progress reports to track the project's alignment with established indicators and timelines.
5. Provide general programmatic and technical support for project activities, including assisting with awareness-raising and capacity-building interventions aimed at workers, employers, and other sectoral organizations. Support the preparation of training materials and advocacy tools.
6. Help track the project’s budget and resources by preparing initial budget estimates and monitoring expenditures. Assist in highlighting any financial issues and make recommendations to the supervisor for necessary adjustments.
7. Contribute to organizing conferences, seminars, workshops, training sessions, and meetings. Assist with drafting or translating official correspondence, news releases, and public information materials, ensuring content is accessible to local audiences.
8. Provide background information and relevant project details to ILO specialists and other team members when required.
9. Assist in documenting best practices and contribute to the development of basic guidelines or policy suggestions, which may be used for consultation and advocacy.
10. Perform any other tasks as assigned by the supervisor.
First level university degree in economics, public policies, development studies or a relevant field. An advanced degree on studies on labour economics would be a strong advantage.
At least one year of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Proven experience in working effectively with workers organization and with development partners would be an asset.
Technical requirements: Good knowledge of Palestinian labour law, as well as national social and economic policies, for recovery and resilience. Familiarity with the ILO Decent Work Agenda and the tools/instruments used for advocating and safeguarding workers' rights at both national and global levels. Knowledge of the policy making process.
Excellent knowledge of the English and Arabic languages.
