Overview of the programme

 

WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving financial protection against health-related risks.

 

WHO Country Office for India is supporting the Ministry of Health & Family Welfare to strengthen the existing health systems to cater to the growing needs of mental health and substance abuse, palliative care and elderly care in the country.

Underlying Values and Core Functions of WHO

 

WHO’s mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage (ii) health related sustainable development goals (iii) addressing the challenge of non-communicable diseases and mental health, violence and injuries and disabilities (iv) implementing the provisions of the International Health Regulations (2005) (v) increasing access to quality, safe, efficacious and affordable medical products (vi) addressing the social, economic and environmental determinants of health.  

 

The South – East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.9 billion people, with India’s population of 1.4 billion. All the Member States of WHO/SEAR (Bangladesh, Bhutan, Democratic People's Republic of Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste), share the common value of the highest attainable standard of health as a fundamental human right. All  WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation. 

 

Mission of the WHO Country Office for India

 

The mission of WHO India is to improve quality of life people in India by supporting the government in prevention and control of mental health and substance use disorders,  psychosocial issues during health emergencies, palliative care and elderly care in the country etc and strengthening health systems for UHC.

 

Description of Duties:

 

The National Project Coordinator - GEF Project will be responsible for the following tasks under the managerial guidance of Deputy WHO Representative and under direct supervision of NPO (Public Health & Environment):

Liaise with MoHFW, MoEFCC, WHO HQ, WHO SEARO and other stakeholders

·         Act as day-to-day national technical focal point for the project and perform daily requests for technical information and project implementation.

·         Arrange regular monthly national project coordination meetings, including drafting agenda, invitation letters; communication materials; meeting reports

·         Participate in virtual or in-person global, regional and in-country meetings related to the project.

·         Organize national inception meeting, national capacity-building and waste management meeting in coordination with national stakeholders.

·         Participate in regular progress meetings at a periodicity to be mutually agreed.

Provide technical expertise on implementation of components.

·         Conduct national situational analysis, following template and guidance provided.

·         Prepare draft national phase-out plan following template and guidance provided.

·         Prepare information on technical, progress and other information about the project and disseminate it through relevant channels including those of ministry of health, medical device and other technical networks.

·         Provide technical support and implementation of pilots on waste management and safe disposal of Mercury as per the Bio Medical Waste Management Rules. 2016

·         Support implementation of Pilots for substitution of mercury in health care devices

Contribute to reporting requirements of the GEF projects

·         Provide input to quarterly project status reports, including progress on workplan, budget reports and contribute to forecasting of expenditure.

·         Prepare a summary report for mid-project and end-project review.

·         Liaise with Communications team of WCO India for developing communication products related to the project

·         Liase and support Regional Advisor, EH, SEARO in organizing regional workshop to disseminate the learnings from the project in India

Provide other technical and administrative support to the WHO Country Office for India, as needed.

 

Education:

 

Essential: Undergraduate degree in medicine, environmental sciences or allied field

 

Desirable: Post graduate diploma or certificate in public health, environmental health, biomedical waste management

Experience: 

Essential: Atleast 2 years of working experience on Mercury, Bio Medical Waste Management especially with Government counterparts

 

Desirable: Experience of working with a range of health care settings related to the thematic area. Experience of working with WHO/UN agencies will be an asset.

    Functional Skills and Knowledge:

     

    ·         Knowledge of the Indian political system, economic structures, and socio-cultural landscape, and a network of professional contacts in India

    ·         Experience in technical or scientific writing and oral presentations on health-related subjects to different audiences.

    ·         Strong organizational and scheduling skills.

    ·         Excellent communication, writing and editing skills.

    ·         Excellent data management skills.

    ·         Excellent interpersonal skills with the ability to build strong relationships with a variety of stakeholders across different sectors.

    ·         Excellent analytical and presentation skills.

    ·         Competence in the use of Microsoft Office (Word, PowerPoint and Excel).

    ·         Ability to travel domestically and to work based in New Delhi

    ·         Work in a fast-paced environment with minimal supervisions and handle multiple tasks and work well under pressure

    Language Skills:

    Essential: Proficiency in English and working knowledge of Hindi and/or one additional Indian language is preferred

     

    Remuneration:

    Monthly remuneration is 218,855 taxable as per Indian laws and the appointment will be through Special Services Agreement (SSA) extendable subject to satisfactory performance and continuing need for the function. S/he will be posted at New Delhi. The position may require extensive travel (can be upto 15 days in a month) to the states and districts.

     

    The National Project Coordinator – GEF Project is a national of the country (India) where he/she is to serve, is recruited locally and is not subject to assignment to any official station outside the home country. Only Indian Nationals should apply.
