Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    Introduction

    The ILO is implementing the UN and World Bank Joint Programme (JP) Accelerating decent jobs and social protection for the most vulnerable in Nepal. The JP Accelerating Decent Jobs and Social Protection for the most vulnerable in Nepal will support Nepal, as a Pathfinder Country of the Global Accelerator on Jobs and Social Protection for Just Transitions, to develop a catalytic approach to unlock the structural transformation towards a more productive, inclusive, and green economy, that provides equitable access to decent employment opportunities and social protection for all.
    The JP will address critical challenges faced by vulnerable populations, particularly women, youth (new labour market entrants and the unemployed), and informal workers, to be more productive, access productive employment opportunities and adequate social protection. These arise from uncoordinated, fragmented, and under-implemented policies and programmes. The JP will support national stakeholders in the development of an evidence-based and nationally owned roadmap for the implementation of the Global Accelerator and other relevant policies to foster better coordinated policy and regulatory frameworks, to increase synergies and integration to accelerate their implementation and effectiveness. The JP will also work with the National Planning Commission and other stakeholders and provide technical and facilitation support for evidence-generation, particularly on macroeconomic frameworks for job creation, promotion of productivity and job creation by MSMEs, assess the impacts of climate change on employment in Nepal, and support the coherence, integration and sustainability of social protection policies and schemes.
    The JP will also support the Implementation of selected approaches to enterprise development in job-rich sectors, including around on-the-job training, MSME development, contributory social security, and other strategic programmes.

    The National Project Coordinator-NPC will support the implementation of the project. The NPC will be based in Country Office in Nepal, Kathmandu, working in close collaboration with other members of the JP team, as well as the ILO team in the Country Office.-CO. The NPC will be responsible for developing, providing direct technical support, and monitoring the delivery of the activities envisaged in the respective work plans. The incumbent will promote ILO policies in the project related technical areas.

    Reporting lines

    The NPC will directly report and work under the overall supervision of the Director of CO-Kathmandu to ensure delivery of technical-related outputs and overall project implementation while working closely with the Head of Programme and Sr. Programme officers, Sr. Operations Officer and CO-Kathmandu team. S/he will also receive additional technical support from relevant specialists from the Decent Work Team (DWT) Delhi, and relevant HQ branches and departments, and ILO-ROAP as required.

    Description of Duties

    1. Coordinate and ensure projects' timely implementation, monitoring and evaluation and reporting, including technical and administrative guidance to the project team in line with the ILO policy, rules, and regulations and according to the final project document and work plan.
    2. Work in close collaboration with (partners) to design and revise project annual work plans as well as preparation of the budget proposal, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the Project supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners.
    3. Review, verify and analyze work plans, progress and final reports and other data for clarity, consistency and completeness and monitor the progress of Project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
    4. Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets.
    5. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions.
    6. Provide programming and administrative support to cooperation activities in the area of Social Protection for Just Transition. Work with the National Planning Commission, Nepal and and other stakeholders and provide technical and facilitation support for evidence-generation, particularly on macroeconomic frameworks for job creation, promotion of productivity and job creation by MSMEs, assess the impacts of climate change on employment in Nepal, and support the coherence, integration and sustainability of social protection policies and schemes.
    7. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to project sites independently or accompanying others.
    8. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project matters. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials.
    9. Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the Project.
    10. Assist in the programming and control of resources of the programme, prepare budget estimates and expenditure forecasts by analysing and monitoring the resource situation as compared to planned activities and making recommendations for remedial action.
    11. Perform other duties as may be assigned by the Country Director.

      Required qualifications

      Education

      First level university degree in economics, public policies, development studies or a relevant field and strong knowledge on development issues particular to Nepal.

      Experience

      At least one year of professional experience at the national level in the areas of project management, implementation, monitoring and evaluation with thematic emphasis on economics, labour economics, private sector development and social protection econometrics. Proven experience in working effectively with government bodies in charge of policy making and with development partners would be an asset.

      Technical requirements: Key focus areas include experience with economics, development economics, labour economics, private sector development, social protection, MSME development, just transitions, socio-economic research, informal economy, econometrics, applied statistics, as well as capacity building.

      Languages

      Excellent knowledge of both English and Nepali languages.
