The Position:

The National P&D/M&E Officer provides technical assistance at the national level for population and development; he/she analyses and assesses relevant political, social, and economic trends relevant to population dynamics and identify opportunities for UNFPA technical assistance, guiding and facilitating the delivery of UNFPA’s programs.

The P&D/M&E Analyst will be in communication with all NPOs and Operation personnel. She/he reports directly to the UNFPA Assistant Representative and under ultimate responsibility of UNFPA Representative.

Job Purpose:

Provide strategic and high-quality technical assistance for advancing the CPD´s priorities and 3 Transformative results, in both development and emergencies contexts, with emphasis in development data system in population, SRH, GBV and CSE

You would be responsible for:

Strengthen the generation and use of data on SRG/GBV/CSE and the sociodemographic applied analysis to public policies and SDGs progress and delivering technical assistance within CO, IPs and other actors. Support the CO to advocate with authorities and technical actors showing linkages between Gender Equity and SRH, Comprehensive Sexuality Education and population changes for social and economic development, human rights, and the fulfillment of both national and SDGs goals. Contribute to draw up strategies to enhance the disaggregated data availability and use regarding demographic changes and SRH, GBV and CSE. Make contributions for the definition and development of research topics in population to enhance knowledge and understanding of social gaps in the exercise of human rights, as well as changes in population dynamics and their implications for public policies, local development and poverty reduction. Support the periodic Population Situation Analysis at national and subnational level, compiling and analyzing information in the subject areas of UNFPA assistance to the Government, and drafting project documents. Support the analysis and use of data in emergencies and humanitarian settlements. Identify the technical assistance needs in P&D and M&E among the national community.

Strengthen monitoring within the CO and ensuring proper program implementation

Enhance articulation between P&D and GBV, CSE, SRH and program outputs, including the intersectoral outcomes of the CPD included in the planning M&E. Produce inputs for reports of projects, funds and the CPD. Ensure and guide appropriate application of systems and procedures guided by UNFPA Policy and Procedures Manuals, including administrative and financial procedures such as HACT and Atlas. Establish collaborative relationships with executing agencies, experts, government counterparts and other UN agencies. Enhance of the knowledge base regarding current and emerging P&D trends issues, by analyzing program, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies. Contribute to improve coordination and communication among partners to enhance the use of resources and the actions of each partner for the benefit of the target groups. Support the formulation and execution of a technical and budgetary monitoring and evaluation plan in accordance with the RBM that allows the timely monitoring of the indicators of the own work plans and of the associates. Provide oversight to the implementation of NEX Audit recommendations; develop and implement capacity building plans for IPs in the context of HACT with due regard to micro-evaluation findings, with a focus on results-based monitoring and evaluation.

Enhance M&E system within CO and partners

Design and update the CO´s M&E system, according to UNFPA guidelines. Design and development of a comprehensive results-based monitoring and evaluation system within the Country Program, including: i) taking the lead in the design and establishment of a results-based management information system associated with the output and outcome indicators contained in the Results Framework and the Monitoring and Evaluation Framework (M&EF); ii) directly supervising the CPD Monitoring and Evaluation Plan; and iii) leading the process of developing the Office's Evaluation Plan. Monitor project and program activities, establishing and implementing mechanisms to systematically assess the achievement of results, conducting field visits, participating in review meetings and evaluation missions, and preparing regular inputs to status and progress reports. Analyze factors affecting the achievement of results, recommend corrective actions and follow up on recommendations. Play a central role in leading the process of updating and adjusting (whenever relevant) the Results Framework and the Monitoring and Evaluation Framework (M&EF) with inputs from Office’s personnel and by means of consultations with relevant partners. She/he will also make sure that the M&E Plan is yearly reviewed and adjusted. Contribute with knowledge sharing processes based on research findings and lessons learned, success stories and best practices with IPs and social actors. Organize training events for national officials and technicians, in particular from national institutions and academia to incorporate population dynamics, sexual and reproductive rights and the gender and generational approach in the formulation, implementation, monitoring and evaluation of public policies and selected plans. Participate in technical, administrative and financial training events in order to maintain an adequate and updated profile of knowledge for the fulfillment of its functions. Support partners in carrying out periodic analyzes, building a baseline of their AWP establishing a database of process indicators, results and outcomes. Building up the internal and external capacity to adopt a fully functional, results oriented and accountable Monitoring and Evaluation approach to program design and implementation. Provide support to Program Officers and technical personnel to contribute that they perform their results-based M&E tasks i.e. data collection and reporting on output indicators and results-based field monitoring to assess the quality of outputs and outcomes. Promote a results-based approach and integrate innovative policies and strategies into the design and formulation of country program (CPD), program components and projects, based on strategic and national priorities. Create and document knowledge sharing (KS) by evaluating program, projects and ongoing experience from lessons learned, best practices and replicable strategies and approaches, and actively shares and applies knowledge. Creates mechanisms to collect and share SRH/GBV information and knowledge through sharing platforms and activities and make recommendations to optimize CO adoption of KS tools and mechanisms. Contribute to the development of the M&E framework and regularly reviews the tools for M&E and make adjustments to facilitate objective measurement of indicators included in the CPD, including the use of program management platforms, by program staff. Provide close follow up to MTR and CPD Evaluation development, including input to the Terms of Reference, and completion and follow up of evaluation findings as an integral part of the programming process. Contribute to the development of country-specific frameworks, methodologies and databases for ICPD and SDG follow up. Support the development and advise on M&E components of the SIS/Quantum reports. Coordinate with partners to ensure that monitoring systems are properly designed, that data collection and analysis from field visits are coordinated and standardized across program to feed the management system. Technically supports IPs to formulate ToRs and evaluation designs and ensure that evaluation meets standards as per UNFPA evaluation policy and UN Evaluation norms and standards. Coordinate M&E Activities with UNFPA LACRO and HQ to perform other emerging M&E functions, if and as needed. Actively participate in M&E mechanisms established as part of the UN agencies coordination and joint programming processes

Technical representation

Represent UNFPA on P&D/M&E issues at the national level, contributing to the development of substantive national and regional perspectives of UNFPA on P&D/M&E. Engage in policy dialogue and advocate for substantive P&D/M&E issues at national, intergovernmental, UN meetings and forums, and other technical spaces.

Work relations

The P&D/M&E Officer maintains collaborative relationships with all country office staff.

She/he will report to the Assistant Representative and will be in communication with all the Staff at the Country Office.

She/he will have supervision on the consultants and the assistant personnel of her/his programmatic area and the personnel assigned to the co-financing projects or joint programs.

She/he will have an active role and co-leader in the inter-agency groups created by the UNCT and in the sectors of the Humanitarian Team related to the area of P&D/M&E.

In Qualifications and Experience:

Education:

Bachelor’s degree in demographics, statistics, economics, social sciences or fields related. Máster degree in demographics, economics, statistics, public policies (desirable).

Knowledge and Experience:

Master Degree and Two years professional experience in the field of development and population activities, with experience in programme/ project management,

Bachelor's Degree and 4 years of revelevant experience may be considered

Practical experience in design, monitoring and evaluation of development projects

Experience using office software packages and web-based management systems.

Languages:

Fluency in Spanish and any other official UN languages, preferably English (desirable).
