Purpose of Consultancy
UNFPA Nigeria seeks an ASRH/Youth Analyst in ASRH to strengthen its Sexual and Reproductive Health and HIV interventions among young people with a particular focus on Humanitarian settings particularly in the BAY (Borno, Adamawa, Yobe) States. The purpose of this position is to provide technical assistance to implementing partners in the BAY states in delivery and implementation of ASRH/Youth programs. He/she will build the capacity of implementing partners especially Government counterpart and NGOs working in the BAY states on ASRH/Youth Development issues. He/she will also contribute to the overall UNFPA ASRH/Youth program and serve as UNFPA ASRH/Youth Development focal point for the Maiduguri Sub office.
Scope of Work - Description of Services, Activities, or Outputs
Under the overall supervision of the Resident Representative, with oversight from the deputy representative and the direct supervision of the Humanitarian Coordinator, the National ASRH/Youth Analyst will perform the following functions:
The ASRH/Youth Analyst provides technical and programmatic support to ensure that ASRH and youth development are included in the broader context of humanitarian response as defined by the ICPD Programme of Action and are also firmly placed within the Nigerian youth and development agenda, including building on the demographic dividend and the achievement of the SDGs.
Provide technical expertise and programmatic support on priorities in the substantive areas, including the prevention of teenage pregnancies, addressing the feminization of HIV among young people, girl-child education, participation of young people in decision-making processes, life-skills, youth-friendly SRH information and services, RH and HIV integration, and data and research on youth and HIV dynamics in humanitarian settings. Maintain technical partnerships on substantive issues and provide leadership to ensure that technical knowledge is updated, generated, collected, and disseminated for effective technical policy dialogues and evidence-based advocacy in humanitarian settings. Analyze and assess relevant political, social, and economic trends in humanitarian contexts and provide substantive inputs to project formulation, evaluation, and joint programming initiatives. Play a leading and active role as the focal person for the UNFPA ASRH and Youth programme in humanitarian settings. Collaborate with relevant State Ministries/MDAs, State AIDS Control Agencies (SACAs), as well as other partner organizations to ensure effective implementation of ASRH and Youth activities as envisaged in the Annual Work Plans. Facilitate training of youth networks and government institutions to strengthen their capacity to collect, analyze, and utilize data for advocacy and planning purposes. Provide technical and facilitation support to youth and government partners to ensure the development of state youth policies, including sectoral strategies and programmes in humanitarian settings. Lead in advocacy and resource mobilization efforts in the areas of ASRH and youth in humanitarian contexts by preparing relevant documentation (e.g., project summaries, conference papers, donor profiles) and participating in donor meetings and public information events. Lead the development and operationalization of national and state youth-friendly policies, strategies, and programmes in humanitarian settings, in close collaboration with Federal and State governments, UN Agencies, NGOs, and other partners. Contribute substantively to the harmonization and coordination of the activities of various UN agencies, especially in relation to the coordination of youth and HIV activities in humanitarian contexts (Delivery as One UNH4, UN Division of Labour on HIV/AIDS, etc.). Support the collection (including through operational research) of lessons learnt and best practices that enhance the effectiveness of ASRH and youth interventions in humanitarian settings. Disseminate these to stakeholders and advocate for scaling up of ASRH and RH/HIV integration programmes. Undertake any other assignments as may be required by the UNFPA Representative, Deputy Representative, or Humanitarian Coordinator/Head Maiduguri Sub-Office.Duration of Assignment: Seven (7) months

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
The consultant will be working along with the team of program and operations staff of the Maiduguri Sub-Office and by extension the UNFPA Office in Abuja.
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
A monthly progress evaluation will be done to assess the quality and timeliness of assigned duties prior to remuneration per month.
Supervisory arrangements:
The Consultant works under the general supervision of the Resident Representative with oversight from the Deputy Representative and the direct supervision of the Humanitarian Coordinator/Head, Maiduguri Sub-Office.
Expected travel: The Consultancy demands periodic travels to UNFPA Project sites and offices around the country.
Required expertise, qualifications and competencies, including language requirements:
Education:
Possess a Master’s degree or higher qualification in Gender Studies, Public Health, Sociology, Health Sciences, Information Management, Development Studies, Humanitarian Affairs or other related fields with 2 years relevant working experience OR A first degree in similar fields as mentioned above with 4 years of relevant post-graduation working experience related to ASRH/Youth, HIV programming, humanitarian programming, coordination and capacity building.Knowledge and Experience:
Have a clear understanding of the humanitarian situation in the North East. Have at least 3 years relevant professional experience - preferably in programme management in the public or private sector in the area of ASRH/youth programming in humanitarian settings. Have proven experience in working with youth networks and programmes affiliated to youth development and mobilization. Have proven experience in capacity building, documentation of good practices, knowledge and information management, advocacy and social mobilization for ASRH/Youth programmes. Experience in working with government institutions and local partners especially youth networks is required. Experience in working with the UN is desirable. Have strong analytical skills. Have the ability to work under pressure. Have excellent communication and human relation skills. Proficiency in MS software applications as well as current office software applications is mandatory. Ability to understand and adapt to complex and dynamic situations; Outstanding interpersonal and motivational skills. Ability to multitask when required.Languages:

UNFPA Nigeria Country Office will provide the consultant with relevant documents and facilitate her/his access to relevant stakeholders. All materials related to her/his work will be cleared by UNFPA, which retains the copyright reserve to all materials. The consultant will be provided with a workstation in the Maiduguri sub-office. S/He will also be provided a laptop to facilitate their work. Other important work-related needs may be addressed as they arise, with the approval of the Resident Representative.
