Background:

This consultancy is part of Activity 2.4 “Implementation of International Maritime and Trade Agreements in National Legislation”. The activity aims to enhance Kyrgyzstan’s trade facilitation through supporting government in establishing legal and institutional framework for maritime trade.
Kyrgyzstan recently joined the International Maritime Organization (IMO) Convention, adopted in Geneva on 6 March 1948 and ratified by national law on 27 December 2023. The country is currently exploring opportunities to facilitate economic activities at sea. In light of this, a decision was made to align national legislation with international treaty requirements.
In 2025, the Programme Office in Bishkek (POiB) will assist Kyrgyzstan’s Ministry of Economy and Commerce (MoEC) in implementing these international treaties within the national legal framework by providing expert support to assess current national legal and institutional framework for maritime operations, develop practical Roadmap and drafting the Code on Maritime Trade. To support these efforts, the POiB will contract one national expert on maritime Law (on the SSA contractual modality) from January to October. The expert will be responsible for organizing and facilitating consultative meetings with government partners, conducting desk research and gap analysis for maritime operations in Kyrgyzstan and drafting the Code on Maritime Trade in co-operation with relevant government representatives and partners.

Objective of Assignment:
The objective of this consultancy is to provide technical expertise and strategic guidance to align Kyrgyzstan’s legal and institutional frameworks with international maritime conventions, enhancing its trade facilitation and connectivity.

Tasks and Responsibilities:

Conducting comprehensive desk research including: assessment/overview of international maritime conventions/maritime law; evaluation of Kyrgyzstan's current legal and institutional framework related to international maritime conventions; developing recommendations on integrating international maritime standards in national legislation; Conducting consultations with stakeholders, including the MoEC, relevant government and private sector representatives, development partners; Developing a practical roadmap on short-, medium-, and long-term priorities for legislative and institutional alignment with maritime conventions; Drafting legal framework for Maritime Trade Code aligned with international maritime law standards and addressing the challenges of a landlocked country;

Conducting two trainings for government officials, trade experts, and other relevant stakeholders on international maritime law and its relevance for Kyrgyzstan;

Providing guidance on the practical application of the new legal framework in trade facilitation and connectivity improvement;

Submitting final deliverable report and final training report detailing the performed work, challenges encountered, lessons learned as well as the areas requiring focus for future activities.

Necessary Qualifications:

University degree in Maritime Studies, International Relations, International Law, Economics, Public Policy or related field; Minimum 5 years of working experience in the field of maritime operations, providing technical expertise on international conventions or a related field; Excellent knowledge of Kyrgyz and Russian, including excellent communication and drafting skills; Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint) and the Internet.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
