Background:

The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from arms control, counter-terrorism, and border management projects to disaster risk reduction, good governance, trafficking in human beings, and gender equality. Project funding is secured through a combination of the OSCE's regular budget and extrabudgetary (ExB) contributions pledged by donors via formal agreements.

Under the Human Dimension Department, the “Supporting and Strengthening the Women’s Resource Centres in Tajikistan” project seeks to address two pillars of the women, peace, and security agenda by addressing gender-based violence and economic empowerment affecting women and girls, including Afghan women and girls, through a comprehensive approach, including direct survivor support, enhanced public awareness, capacity building for effective and sustainable host country response, and economic empowerment for women.


Tasks and Responsibilities:

Under the direct supervision of the National Project Specialist ,and overall supervision of the Head, Human Dimension Department, the successful candidate will be tasked with the following duties:

Developing and delivering comprehensive training programs on social entrepreneurship for NGOs, guiding them in designing, launching, and scaling sustainable social enterprises; Providing ongoing mentorship and technical assistance to NGO teams, addressing challenges and optimizing operations to ensure the sustainability and impact of their social enterprises; Designing and implementing tailored training curricula on entrepreneurship, financial literacy, and business management to address the specific needs and demands of vulnerable women in each region, while supporting them in developing viable business plans; Providing individual and group mentorship and coaching sessions to enhance vulnerable women’s' confidence and entrepreneurial skills, guiding them through the business development process and ensuring sustainable outcomes; Facilitating knowledge-sharing and networking opportunities among NGOs, women entrepreneurs, and other stakeholders by collaborating with local, regional, and international partners to identify and promote best practices and innovations in social entrepreneurship; Developing tools and frameworks to monitor and evaluate the impact of social entrepreneurship initiatives, tracking progress, documenting success stories, lessons learned, and best practices, and preparing periodic reports for internal and external stakeholders.

Necessary Qualifications:

First-level university degree in business administration, economic, social, or gender studies, or development studies, with a focus on gender and economic development-related fields; Minimum 2 years of experience in social entrepreneurship, business development, or a related area; At least 2 years of experience designing and implementing programs specifically aimed at the economic empowerment of vulnerable women. This includes working with marginalized groups such as women from low-income communities, survivors of gender based violence, and/or women with disabilities; Extensive experience in capacity-building training programs, facilitation, coaching, and mentorship on social entrepreneurship and women's economic empowerment; Knowledge of financial literacy, business development and management, and entrepreneurship principles; Excellent written and oral communication skills in English, Tajik, and Russian. Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.


Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,682.08 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
