Expected duration02.03-30.06.2026 Duties and ResponsibilitiesBackground of the assignment: The United Nations Office on Drugs and Crime (UNODC), through the Global Action against Trafficking in Persons and the Smuggling of Migrants (GLO.ACT PROTECT) – a joint initiative of the European Union and UNODC – supports partner countries in strengthening responses to trafficking in persons (TIP) and the smuggling of migrants (SOM), with particular attention to: i) evidence-based policy and legal expertise, ii) strengthened capacities to combat TIP and SOM through gender equal and human rights-based model, iii) promoting bilateral and international cooperation, and iv) supporting in identification and protection of victims of TIP and vulnerable migrants. In Tajikistan, GLO.ACT PROTECT works closely with the Ministry of Internal Affairs (MIA) and the to enhance the capacity of law enforcement officers to identify, investigate, and prosecute TIP and SOM cases effectively and in line with international standards. In 2020, MIA Policy Academy with the support of UNODC developed specialized training modules, but evolving crime trends, newly adopted National Action Plan (2025-2027), post-pandemic realities and updated national policy frameworks require these materials to be reviewed and revised to ensure continued relevance and sustainability. To this end, UNODC GLO.ACT PROTECT initiative in Tajikistan is looking for a National Consultant to support the review and update of the training curricula of the MIA Police Academy on TIP and deliver a series of TOTs for the training personnel of the MIA Police Academy and relevant universities. Specific tasks to be performed by the National Consultant: Under direct supervision of the GLO.ACT Programme Coordinator, the National Consultant will be responsible for the following tasks: • Review the existing training modules on TIP used by the Police Academy. • Identify gaps, outdated materials, and areas for improvement, including gender and human rights perspectives. • Update and harmonize the content with national law and international standards. • Produce a finalized, updated training module in Russian language that will be institutionalized within the MIA Police Academy’s curriculum. • Organize and deliver a series of two-day TOTs for training personnel of the MIA Police Academy and relevant universities in Dushanbe and regions. • Develop a final consultancy report, including recommendations for future engagements, good practices and challenges faced. Qualifications/special skillsAn advanced university degree (Master’s or equivalent degree) in law, criminology, public administration, International Law, International criminal law, political science, international relations or related fields of criminal justice, crime prevention and/or law enforcement is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. At least 5 (five) years of relevant professional experience in in the areas of human trafficking, migrant smuggling and / or transnational organized crime on national or international level is required. Experience in developing of training curricula and delivering of trainings and workshops for law enforcement officials on TIP is required. Experience in leading trainings and TOTs on relevant topics is required. Demonstrated knowledge of national and international legal framework on TIP in Tajikistan is required Intercultural work experience and/or experience working with the UN is desirable.
