Project Context and Scope
IOM Sierra Leone is currently implementing the Migrant Protection, Return and Reintegration Programme for Sub-Saharan Africa (MPRR-SSA) an European Union (EU) funded project that enable migrants who decide to return in their countries to restart their lives through an integrated approach to providing reintegration assistance.
The project aims to ensure reintegration models by supporting returning migrants to reach self-sufficiency, social and psychosocial well-being that allow them to become more resilient. This initiative is also working toward working cross several levels – individual, households, and communities.
Within the MPRR-SSA’s strengthening of coordination mechanism framework, the “Standard Operating Procedures for Return and Reintegration for returning migrants” (hereafter “the SOP”) provides a common understanding in processes and procedures related to the protection, return and reintegration assistance of returning migrants as well as the roles and responsibilities of the different actors involved in these processes in Sierra Leone. Also, ensures a consistent approach for the Government of the Republic of Sierra Leone and its partners to support migrant protection and the provision of return and reintegration through IOM Assisted Voluntary Return programs, including the MPRR-SSA. The current SOP needs to be updated in coordination with members of the Technical Working Group (TWG), Project Steering Committee (PSC) and the Government of the Republic of Sierra Leone.
The SOP constitutes a living document that will be updated in response to identified scope for improvement related to changes in the context, roles and responsibilities of stakeholders, and feedback from stakeholders in the implementation of activities.
Nature of the Consultancy:
The Consultant will be responsible for supporting IOM Sierra Leone to update the National SOP on protection, return and reintegration through consultation meetings with established coordination structures, including the Technical Working Group (TWG) and Project Steering Committee (PSC).
The consultant will review all major programme documents as well as the latest literature on documents produced to support the Government coordination structures in protection, Mental Health and Psychosocial (MHPSS), return and reintegration within Sierra Leone and other countries, especially within West and Central Africa. In coordination with IOM, TWG and PSC, the consultant will conduct meetings to receive inputs and feedback from relevant actors to progress on the development of the National SOP for return and reintegration of returning migrants to Sierra Leone.
In particular, the assignment includes:
Desk review of existing SOP of other SSA countries to understand the processes, procedures, and dynamics to be reflected in the SOP for Sierra Leone. Desk review of the National Migration Policy (NMP) to ensure that the SOP builds on related aspects of the NMP. Review the existing SOP to identify the gaps that need to be covered in the updated document. In coordination with IOM and chairs of the three TWG, which include TWG on return and reintegration, TWG on protection, TWG on Mental Health and Psychosocial, organize meetings to receive input and feedback on the progress of the SOP. Present SOP after confirmation of the TWG to the PSC for their inputs and feedback on the progress of the SOP. Share final SOP with IOM for any inputs and feedback on the progress of the SOP. After confirmation from IOM, outline the document in a printable format, share with IOM and produce three copies of the document for final approval.Tasks to be performed under this contract
DELIVERABLES
• An inception report detailing the consultancy work-plan including the methodology (max 4 pages). The report will outline in detail a fine-tuned methodology and scope based on the consultant’s interpretation of the tasks and deliverables suggested in the TOR. This will include a schedule of consultation meetings with relevant stakeholders that could provide relevant information.
• A finalized version of the SOP based on inputs and feedback from all actors. Including time plan for implementation of recommendations and response.
• Present the SOP to the PSC and IOM for final confirmation.
• Outline approved SOP in a printable format and produce three printed copies.
Performance indicators for the evaluation of resultsPerformance indicators for the evaluation of results:
The quality of and the timely completion of deliverables. Clear understanding of the scope of the assignment reflected in the proposed workplan. Internal feedback provided and/or reviews needed to ensure the desired quality of the report. Compliance with IOM Data Protection Principles. Compliance with IOM House style Guidelines (will be provided by IOM).
