TERMS OF REFERENCE (to be completed by Hiring Office)
Hiring Office:
UNFPA Philippine Country Office
Purpose of consultancy:
National Consultant - Sexual and Reproductive Health Nexus coordinator (Manila-based)
UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA’s strategic plan (2022-2025), reaffirms the relevance of the current strategic direction of UNFPA and focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. These results capture our strategic commitments on accelerating progress towards realising the ICPD and SDGs in the Decade of Action leading up to 2030.
In the Philippines, UNFPA has started implementing its new five-year 9th Country Programme 2024-2028. The 9th CP is tightly aligned with the mid- and long-term development goals of the Philippines and Ambisyon Natin 2040, the Philippine Development Plan as well as the global Agenda 2030 including the Sustainable Development Goals (SDGs) and United Nations Sustainable Development Cooperation Framework (UNSDCF).
The implementation of the Responsible Parenthood and Reproductive Health (RPRH) Law, alongside the Universal Health Care (UHC) Law, is pivotal for advancing sexual and reproductive health (SRH) services and ensuring comprehensive health care for all Filipinos. To accelerate the effective implementation of these laws, there is a need for a dedicated SRH Coordinator who will work closely with the Department of Health (DOH) and UNFPA. The coordinator will support various DOH bureaus, particularly the Disease Prevention and Control Program-Child Adolescent Maternal Health Division (DPCB-CAMHD) and Health Emergency Management Bureau (HEMB) to ensure the prioritisation of quality SRH services in both development and humanitarian settings.
In a world where fundamental human rights are at risk, we need principled and ethical staff, who embody these international norms and standards, and who will defend them courageously and with full conviction.
UNFPA is seeking candidates that transform, inspire and deliver high impact and sustained results; we need individuals who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme/project results.
