Purpose of consultancy:
Deputy Prime Minister of European and Euro Atlantic Integration Ms Olga Stefanishyna and her office is leading Ukraine’s Government response to the Sexual and Gender Based Violence, including conflict relate sexual violence in the context of Russian aggression. It includes strategic coordination within Government Ministries and institutions as well as with International Partners and Donors, including UN agencies.
According to MoU signed with the DPM Office UNFPA is committed to provide technical assistance to the office of DPM in strengthening its coordination role and in the view of newly emerged needs to enhance the system of response to sexual and gender based violence in the context of war and committed war crimes against people of Ukraine. In particular UNFPA and the DPM Office is working together to strengthen comprehensive assistance to survivors of sexual violence, according to their needs and in order to avoid re-traumatization of victims during their communication with law enforcement agencies. It is also important to develop a survivor friendly approach for investigation of war crimes related to sexual violence. There is also a joint priority to support for the development and strengthening of national policies and programs to prevent and respond to sexual violence.
This consultancy required to achieve the anticipated results of CO Humanitarian operations response plan funded by several Donors.
Scope of work:

The Consultant is engaged by UNFPA at the request of the Office of Deputy Prime Minister of European and Euro Atlantic Integration (DPM Office) as an independent specialist to perform the tasks in accordance with these terms of reference and in line with the conditions stipulated in the respective Individual Consultant Contract with UNFPA.
Support DPM office in strengthening its coordination and leadership role in the area of response to SGBV to work with multiple sectors and stakeholders involved in the process of national SGBV response mechanisms, including response to conflict related sexual violence.
The fulfilment of the above assignment envisages the accomplishment of several specific tasks:
Perform other duties and relevant assignments of technical and coordination support nature including communications and partner relations as requested by the Head of DPM office.
Duration and working schedule:
Starting date: September 1, 2024 (tentatively)
Duration: till July 31, 2025
Place where services are to be delivered:
Remote
Drafts of documents, papers developed as part of assignment to be attached to the Report
Expected travel: Travel as per agreed assignments by DPM office
Required expertise:
The payment of the contract fee is suggested to be made monthly according to the deliveries provided and certified by the Deputy Minister of Social Policy of Ukraine.

The Consultant will be selected based on results of an open competition.
