Qualifications1. Area of expertise : National Consultant –Planning and Evaluation, Vector-borne diseases 2. Purpose of consultancy The purpose of the consultancy is to provide technical expertise to the Vector Borne Disease Research and Training Center (VBDRTC), to conduct an institutional capacity assessment of the VBDRTC and develop a national actionable short-, medium-, and long-term strategic plan. 3. Background Vector Borne Disease Research and Training Center (VBDRTC) in Hetauda, Nepal, was established in 1979 by the Government of Nepal with the following purpose: i) to perform research in vector borne disease prevention, control, diagnostics, therapeutic drug efficacy studies, entomology and vector control, ii) to train public health personnel in vector borne disease management, integrated vector management, malaria microscopy (Basic & Refresher), kala-azar elimination support, and iii) to conduct field level operational researches on vector borne diseases in Nepal. The Ministry of Health and Population (MoHP) has requested WHO to provide the support to enhance the capabilities of the VBDRTC with a vision of VBDRTC to serve as a national Center of Excellence in vector-borne diseases’ training and research in the country in the future. To this end, WHO is looking for a national expert, specialized in vector-borne disease training and research to support conducting an institutional capacity assessment of the VBDRTC and developing a national actionable short-, medium-, and long-term strategic plan based on findings from the assessment. 4. Deliverables Under the overall guidance of WHO Representative to Nepal, and direct supervision of Team Lead/CDS and in collaboration with the national expert committee, the consultant will deliver the following: Output 1: Support the preparation of the assessment - Activity 1.1: Review the existing documents, policies and strategies being implemented by the center. - Activity 1.2: Facilitate preparatory meetings for the assessment. Output 2: Develop a framework/checklist - Activity 2.1: Create a comprehensive framework or checklist to guide the institutional capacity assessment of VBDRTC, ensuring all critical aspects of its operation are addressed. - Activity 2.2: Collaborate with the national expert committee to ensure the framework reflects local priorities, capacities, and contextual nuances. Output 3: Conduct on-site assessment - Activity 3.1: Perform a detailed institutional capacity assessment at VBDRTC in Hetauda. This includes consultations, site visits, and stakeholder engagement to identify existing gaps and opportunities. - Activity 3.2: Work closely with the national expert committee to jointly assess the center’s current capabilities and challenges. - Activity 3.3: Facilitate joint discussions with key national stakeholders, ensuring the national team’s insights and expertise are incorporated. - Activity 3.4: Develop an assessment report summarizing the key findings and outlining clear recommendations for strengthening VBDRTC’s institutional capacity. Output 4: Engage with the national expert committee and develop the strategic plan - Activity 4.1: Facilitate a consultation meeting to discuss the outlines of the strategic plan. - Activity 4.2: Coordinate discussions on defining the VBDRTC’s roles and responsibilities in the context of Nepal’s vector-borne disease prevention and control strategies. - Activity 4.3: Develop a draft actionable short-, medium-, and long-term strategic plan based on findings from the assessment. This plan should serve as guiding document to strengthen VBDRTC’s institutional capacity. - Activity 4.4: Facilitate meetings to get inputs from the national expert committee. - Activity 4.5: Ensure the strategic plan reflect inputs from both the national expert team and other stakeholders, fostering inclusivity and ownership. - Activity 4.6: Facilitate a dissemination meeting to present the final strategic plan. Output 5: develop the final report for this consultancy - Activity 5.1: develop the final report for this consultancy summarising the activities carried out. 5. Qualifications, experience, skills and languages Educational Qualifications: Essential: Master’s university degree in Public Health and Health Management Desirable: University degree/advanced training in communicable diseases and specially in vector borne diseases. Experience Essential: At least 10 years’ experience in communicable diseases and public health programme management, with experience in the field of vector-borne diseases. Desirable: • Familiarity with health policies and strategies in the global, regional, and country related to vector borne diseases. • Experience in supporting research and training in the field of vector-borne diseases. • Experience in assessing capacities of training and research centers operating in the field of vector borne diseases. • Experience in developing strategies and plans for health programs, particularly for vector borne diseases. Skills/Knowledge: - Demonstrated knowledge of vector borne diseases Programme management and evaluation. - Demonstrated skills in provision of policy guidance and technical support. - Good facilitation skills and analytical writing skills. Languages and level required: Essential: Expert knowledge of written and spoken English 6. Location Off site: Home-based 7. Travel The consultant is not expected to travel 8. Remuneration and budget (travel costs are excluded): a. Remuneration: NRs 11,750 – NRs 15,900 per day b. Expected duration of contract: For 30 days tentatively starting on 17th Feb 2025 in span of 3 months

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
This assignment is subject to local recruitment and will be filled by persons recruited in the local commuting area of the duty station/assignment location.
