Result of ServiceInformed by the CCA, the team of consultants will lead the development of the UNSDCF for the next programming cycle (2026-2030). The work will entail the facilitation of priority setting of the next programme cycle for the UNCT and drawing out the theory of change, visioning and comparative advantage for the UN in Timor-Leste. The consultant’s team is expected to design a participatory and consultative process based on the indicative timeline of activities proposed by the UNSDCF roadmap of which the main outcome will be the UNSDCF document and associated companions. Work on the UNSDCF for the national consultant includes two related elements: 1. Stakeholder Engagement and Consultation. For this the national consultant will be expected to: ● Define an agenda for the two-day consultations with the stakeholders for the output consultation ● Develop a detailed stakeholder engagement report that highlights the consultation process, key findings, and recommendations. ● Draft a Results Framework Matrix based on the detailed stakeholder engagement. 2. The drafting of the UNSDCF (2026 – 2030). For this, the consultant team will be expected to: ● Work with the UNCT to agree on the content and structure of the UNSDCF document that is built around the main elements required by the UNDG; ● Prepare a first draft of the UNSDCF document (consolidated narrative and RRM, including annexes) and submit it to the RCO for UNCT / PSG / Joint Steering Committee/GoTL review; ● Incorporate comments and submit a revised draft for further review; ● Finalize the UNSDCF document after incorporating the comments from the UNCT, PSG and relevant national counterparts in a timely manner. The Consultants’ Team will benefit from the technical support of the Resident Coordinator’s Office and the regional Peer Support Group (PSG), i.e. UN expertise resident in the regional agencies. A pool of experts will provide advisory services as and when necessary for the analysis and assessment of specific areas, including Common Regional and Sub-regional and Transboundary Analysis, Country’s Financial Landscape Assessment, Results Based Management, gender and Human Right-Based Approach. Work LocationDili Expected duration16 May-11 July 2025 Duties and ResponsibilitiesTimor-Leste, an independent nation since 2002, has achieved notable stability but faces significant economic, social, and environmental challenges. With high unemployment, economic dependence on oil, rural poverty, and persistent inequality, the country is working toward sustainable development amid obstacles in employment, private sector growth, and public service delivery. Post-COVID recovery is evident, although inflation and food insecurity remain severe, intensified by climate risks like El Niño. Health and education systems are improving, yet challenges persist in vocational training, gender equality, and disability inclusion. Recent efforts include legal reforms for social protection, climate resilience, and inclusivity, alongside initiatives to empower youth and strengthen food security and disaster readiness. The United Nations County Team (UNCT) in Timor-Leste is currently in the process of preparing the second generation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) for the period 2026-2030. A Roadmap has been developed to outline the process of preparing the UNSDCF to support the country’s achievement of the 2030 Agenda for Sustainable Development and SDGs in line with national priorities as outlined in the Timor-Leste Strategic Development Plan 2011-2030 and sectoral strategies. The UNSDCF will present the collective, coherent and integrated support of the UN system in line with national development priorities, Quadrennial Comprehensive Policy Review (QCPR) recommendations and the 2030 Agenda for Sustainable Development, anchored in the Sustainable Development Goals (SDGs). A cornerstone of this process is the Common Country Analysis (CCA) that will be built on key reference documents including the Voluntary National review (VNR) prepared by the Government of Timor-Leste in 2019 and 2023 and the Evaluation report of the current UNSDCF 2021-2025. The CCA will present a concise analysis of the country’s development challenges, reflecting changing dynamics and needs of the country, the region and the world, and the areas in which UN agencies are mandated and have the comparative advantage to address remaining and newly emerging development challenges affecting Timor-Leste’s development. The UNSDCF will be developed following an inclusive and participatory process between the Government and the UNCT outlining how the United Nations can most effectively partner with the Government and other development partners to address national priorities. The UNSDCF is a document intended to serve as a strategic framework for the UN’s support to the Government of Timor-Leste over the 2026-2030 period. The UNSDCF must follow Results Based Management principles and be guided by the recently revised UNSDG UNSDCF Guidance . It must be developed as per the UNDG provided “UNSDCF document template” and meet the UNDG prescribed “quality criteria for UNSDCFs” . It must incorporate the four principles for integrated programming: Leave no one behind; Human rights, gender equality and women’s empowerment; Sustainability and resilience; and Accountability. In addition, it will need to reflect, the basic principles and Standard Operating Principals (SOPs) of the “Delivering as One” approach. The Office of the UN Resident Coordinator is recruiting an international consultant as a Team Leader with overall responsibility for the result and a national consultant as team member. The international consultant will be supported by a national consultant who will be accountable to the Team Leader. S/he will be required to actively participate by adding local insights in producing relevant components of the analysis, managing consultations and supporting report preparation. Qualifications/special skillsAdvance university degree (Master & equivalent) in development studies, Politics, Sociology, Economics, Social sciences, Development, Political Sciences, International or relevant fields; 5 years’ experience in working with government agencies, civil society organizations, international organizations, UN agencies and development partners; Competencies: ● Solid understanding of the history, current socio-political context, and challenges of developments efforts in Timor-Leste; ● Outstanding research, analytical, response programming and report writing skills; ● Good understanding of policymaking, capacity development issues and Government systems in Timor-Leste; ● Familiarity with participatory methods of data gathering, and UN five programming Principles (Human Right Based Approach (HRBA), Gender Equality, Environmental Sustainability, Results Based Management and Capacity Development); LanguagesProficiency in English and Tetum is required. Knowledge and understanding in Bahasa Indonesia and Portuguese will be an advantage. Additional InformationThe UNSDCF consultant will directly report to the UNRCO Head of office, seeking approval/acceptance of outputs from the UN RC through the Programme Management Team and with the following expected deliverables: Stakeholder Consultations & Engagement Report (level of effort: 8 days Payment: 20%) - Defining an agenda and conducting the two-day consultations with the stakeholders on the outputs including its indicators; - Document the consultation process, key findings, and recommendations to ensure stakeholder input is integrated into the UNSDCF framework. - Develop a Results Framework Matrix. Draft UNSDCF & Initial Feedback (Level of effort: 7 Days, payment: 35%) - Submit the first draft of the UNSDCF 2026-2030 document (narrative, Theory of Change, results, and resources framework). Finalization & Submission of UNSDCF ((Level of effort: 10 days, payment: 45%) - Incorporate comments from UNCT, PSG, and Government, and revise the draft UNSDCF document. - Conduct the final round of consultations with the Government for last feedback. - Submit the final draft UNSDCF 2026-2030 to RCO.
