Twoin 3 girls or boys aged 13-17in Indonesiahave experienced at least one type of violence in their lives, according to theNational Survey of Children and Adolescents’ Life Experience (SNPHAR) conducted by the Ministry of Women's Empowerment and Child Protection (MOWECP)in2018.The act of violencestill occursin various settings, including school,a place where children are supposedlyenjoyingtheir rights tobe taught in a safe and stimulating environment.School violence encompasses physical violence, including corporal punishment; psychological violence,including verbal abuse; sexualharassment andviolence; and bullying, including cyberbullying.

Nationally representative data on bullying in Indonesianschools from the Global School Health Survey (GSHS) on2015 suggests thatover21% of children ages 13-15reportedexperiencing bullying in the last month.The same dataset found out that one in 5studentswere involved in physical fighting,and one in 10studentswas absent from school at least once in the last 30 days due to feeling unsafe.Meanwhile, apoll of 2,777 Indonesian young people aged 14-24conducted by U-Report(UNICEF’syouth channelthat enablesyoung people throughout the countryto voice their opinion on issues that matter for them)in 2019found that 45% reported they had experienced cyberbullying.

The phenomenon has been reflected in the media sphere as well. In early February 2020, ajunior high school student in Malang was taken to a hospital for serious injury due to bullying.Aside from physical impact, aggressive behaviors among youth, including violence and bullying, are associated with increased risk of psychiatric disorders across the life-course, poor social functioning and educational outcomes.

UNICEF Indonesiahas beenaddressingschool violence by advocating for Positive Discipline, aprogrammethattrains teachers on how to discipline children without using harsh physical and verbal forms of punishment, and conducting Roots Indonesia program,which isan evidence-based, adolescent-driven anti-bullying intervention modelimplemented at secondary high schools.

To complement the current efforts, UNICEF Indonesiaisplanning toroll out#StandtogetherJakarta,a media, advocacy, and education campaignaimingto end bullying in schools by promoting kindness and empathyamong students.Launched in Malaysia byitsyouth news platformR.AGEand UNICEF Malaysia, the campaign has garneredhigh engagement inthe country.

Purpose of the Activity:

Under the guidance of Child Protection Specialist and Chief of Child Protection in Jakarta, the consultant is to coordinate the work of partners with the following objectives:

Promote the adoption ofkindness and empathy-basedviolence preventionprogrammesandpoliciesinto the Indonesian school system, starting with an annual National Kindness Week(tentatively set on August 3-7, 2020)through creation oflocal content for the campaign Build capacity among students and teachers to become change agents for kindness in theirschools andcommunities. Create awareness among wider society on the importance of kindness and empathy in addressing social issues, especially peer violencethrough creationoflocalcontent for the campaign.

Work Assignments & Outputs:

1. Organize focus groups with students, teachers, and education experts in Jakartaon campaign localization.Key tasks include:

Recruitingparticipants for the focus groups(Minimumone FGD for each group comprising6-8 participants) Choosingvenueto accommodate(minimum)3 FGD sessions Help organizing the focus group discussion

Provide suggestions in the development oflocalization plan based on the focus groupsresults

Outputs:

Focusgroupdiscussionsconducted. Provide input for the localization plan created by #Standtogetherteam.

2. Providesupport for the planning and preparationof#StandtogetherJakarta campaignlaunch. Key tasks include:

Liaising with the celebrity ambassadorand school for the back-to-school visit Scoutingand securinglocation forKindness Workshop Inviting schools to participate in Kindness Workshop.The aim is to get 50 schools participating in the event, with each school sending3 students and one teacher.

Disseminating editorials, video and social contents developed byR.agein Indonesia, including but not limited to securing media coverage and promoting video messages about the upcoming #Standtogetherlaunch through social media.

Runningthe #Standtogethercampaignlaunch andcelebrityback-to-school visit. Key tasks include:

Arranging the celebrity back-to-school visit kick-off

Organizing press conference after the back-to-school visit: Secure a venue for press conference; Invite journalists/mediato attend the conference.

Amplifying#Standtogethercontentsto drive participation in National Kindness Week, through digital and conventional media engagement. Key task includes:Coordinating and reviewing traditional and digital media campaign content

Outputs:

Editorials, video and social contentsare successfullycreated anddisseminated. Celebrity ambassador, school arepreparedfortheschool visit. Support Management of the workshop including invitation list Review campaign content

3. OverseeKindness Project Competition and organizeawardingevent for Kindness Project winners,whowill receiveprizemoney andcelebrityvisit.Outputs:

Support review of approximately least100Kindness ProjectCompetitionsubmissions fromstudents/schools. Liaise with winning schools ofKindnessCompetitiononprize awardingand surprise visits.

4. Amplifyingeditorials, video, and social content on campaign’s success through various communication channels.Output: Provide final report with recommendations for next steps and lessons learned

To qualify as an advocate for every child you will have…

Bachelor’s degree in Communications or Marketing, or other related fields; At least 5 years of progressive experience in communications campaigns, added bonus if experience on campaigns for social good; Previous experience working non-profit sector; A solid understanding of UNICEF’s core areas of work is an added benefit. Experience with UNICEF country and/or regional office work is highly valued and will be considered an asset; Demonstrated project management experience; ability to work independently and with a variety of stakeholders; Strong analytical and writing skills in English; Fluency in English, Bahasa Indonesia.
