Project Context and Scope
The International Organization for Migration (IOM) supports the government of Uzbekistan in promoting safe and orderly migration through preparation, capacity building, and reintegration services. Under the Swiss Agency for Development and Cooperation (SDC)-funded “Labour Migration Programme – Central Asia,” IOM assists the Migration Agency under the Cabinet of Ministers of the Republic of Uzbekistan (MA) in providing gender-sensitive, safe migration information—including guidance on legal pathways, rights and obligations abroad, available support services, pre-departure and reintegration assistance, and protection against exploitation and trafficking—to prospective and current labour migrants.
To enhance financial inclusion and stability of labour migrants, the Consultant shall provide guidance and support in coordinating financial literacy activities such as identifying/mapping of existing and past financial literacy initiatives, developing a comprehensive module based on findings, and conducting trainings to key stakeholders. The Consultant will have an oversight over the development of the module to ensure it is practical, inclusive, and adaptable for both migrants and the wider population. Based on the findings, she/he will also support/manage the planning and delivery of tailored training sessions for key stakeholders. Additionally, the Consultant will provide assistance in recommendations in coordinating the alignment of content and visuals of animated financial literacy videos.
Objective
The objective of this assignment is to provide guidance/assistance in assessing the current landscape of financial literacy initiatives to identify main actors in the region, develop a financial literacy module based on the research findings, conduct training for key stakeholders and coordinate the development of the animated financial literacy videos. The Consultant will (i) coordinate mapping key organizations and existing programs, identifying gaps and challenges; (ii) lead the development of a financial literacy module incorporated insights from the mapping and analysis conducted, addressing key areas of financial knowledge that are relevant for migration services and banking operations; (iv) manage the planning and delivery of trainings for specialists in Migration Agency, Central Bank front office staff and other key stakeholders; (v) coordinate alignment of content and visuals of animated financial literacy videos.
S/he will directly report to the Head of Labour Mobility Division (LMD)/Senior Programme Assistant with overall coordination with Chief of Mission (CoM) of IOM Uzbekistan.

Tasks to be performed under this contract – under the direct supervision of the National Project Manager and overall coordination from the Chief of Mission (CoM).
− Assist the service provider in developing a financial literacy module tailored to the needs of outgoing migrants for integration into the Pre-Departure Orientation (PDO) package. − Coordinate with the service provider on the design of financial literacy materials for families of prospective migrants. − In coordination with the service provider hired by IOM Uzbekistan, train focal points of commercial banks involved in PDO service delivery on the use of the financial literacy module and related materials. − Conduct training sessions for representatives of commercial banks on financial services and products relevant to migrants and remittance recipients. − Provide expert input and feedback on the development of animated or visual financial literacy materials targeting migrants. − Engage with relevant stakeholders, including commercial banks and the Migration Agency, to ensure the relevance, practicality, and sustainability of the content. − Ensure gender equality and social inclusion are integrated into all developed content and training sessions. − Assist and coordinate the development and implementation of an evaluation methodology to measure the impact of the financial literacy module. − In close cooperation with the service provider and IOM Uzbekistan, conduct pre- and post-training assessments, collect participant feedback, and prepare a final impact evaluation report with recommendations. Performance indicators for the evaluation of results
• A combination of university degrees (Master’s or equivalent) in Economics, Finance, Social Sciences, Migration Studies, Public Policy, or related fields.
• Additional certifications or training in areas such as data management, financial analysis, database design, or migration studies are considered assets.
• Demonstrated understanding of local and international regulatory frameworks relevant to financial data management, including data privacy laws.
• A minimum of five years of professional experience in relevant areas such as financial literacy, economic inclusion, or related fields.
• Proven experience in conducting applied research, designing and implementing surveys, and conducting policy analysis—preferably in the areas of financial education, migration, or economic development.
• Experience in collaborating with government institutions, international organizations, or NGOs on initiatives related to financial inclusion, remittances, or social protection programs.
