Background:
The work of the OSCE Programme Office in Bishkek focuses on a range of security issues including countering terrorism, border security and transnational threats such as human trafficking, to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies. Within this context, the Politico Military Department, which implements the project, covers a broad variety of tasks related to transnational threats and law enforcement cooperation, with an emphasis on security sector governance, the fight against terrorism and violent extremism, and the fight against organized crime and drug trafficking.
The post is located in the Politico-Military Department (PMD) within the OSCE Programme Office in Bishkek. It is an extra-budgetary (ExB) post within the project “Improvement of SALW and CA Life-Management Capacity of Ministry of Defence of Kyrgyz Republic” that is currently envisaged to last three and a half years (January 2023 – December 2025).
Main Purpose:
The primary objective of the post is the fulfilment of the Project’s objectives and results, with a particular focus on technical aspects of the construction/refurbishment related activities. Under the guidance of the project team and in co-operation with the Fund Administration Unit (FAU), the incumbent carries out a range of tasks related to the Project’s implementation with regards to the development of technical documentation required for conducting tenders on design elaboration and construction/refurbishment works, assistance in conducting tenders and selecting contractors, as well as oversight the work of contractors during the design elaboration and construction/refurbishment processes from the beginning until the delivery of the final results and certification. Working under the supervision of National Project Officer, the National Civil Engineer provides technical support to project implementation by assessing, synthesizing and co-ordinating preparation of routine elements of the project requiring application of basic principles of project administration.Work Relationships:
The National Civil Engineer reports to the National Project Officer, while the Head of the PMD acts as the second-level supervisor. Internal contacts are mainly with the project implementation team, FAU and other relevant departments and units of the POiB to obtain and clarify information related to project implementation and to provide functional support to project implementation. External contacts are mainly with national project counterparts - representatives of the Ministry of Defense, technical experts/consultants and contractors (vendors), to exchange and discuss information on project background and implementation and to explain standardized aspects of project formulation and implementation.
Tasks and Responsibilities:
Under the overall supervision of the National Project Officer, the successful candidate will be tasked with the following duties:
Developing Technical Specifications /Terms of Reference/Scope of Works for tenders on design elaboration and construction/refurbishment works; Assisting FAU in preparation of necessary RFQs and bidding documents for tenders and participating in the evaluation of the bids (offers) and identification of suitable contractors for design services, as well as for construction / refurbishment works by reviewing drawings, programmes of work, bills of quantity and calculations submitted, as well as advise on the compliance of the tender’s offers with the national legal/normative framework and the international standards and norms for the small arms and light weapons (SALW) and stockpiles of conventional ammunition (CA) storage building and training facilities; Conducting market research and advice on the price quotations for the materials and works required for the project; Conducting quality assurance measures on regular basis by ensuring that work is carried out as per contract specifications and it meets national regulations and norms, as well as international (UN) standards and OSCE practices for such kind of Explosive Storehouse-type and training centre constructions; Providing regular reports on the progress of construction works, compiling post construction reports and maintain list of deficiencies; Liaising with the Border Service and other governmental and local authorities, as required.For more detailed information on the structure and work of the OSCE Programme Office in Bishkek, please see: https://www.osce.org/programme-office-in-bishkek.

Remuneration Package:
Monthly remuneration, subject to social security deductions is 1569 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
