The impacts of the full-scale invasion of Ukraine are immediate in terms of humanitarian needs and protection concerns, and massive in terms of recovery, reconstruction, and prospects for stability. The International Organization for Migration (IOM) in Ukraine is thus harnessing the momentum created by national and international recovery efforts to support the creation of conditions to address the consequences of war, and promote an integrated approach to reconstruction, development, peace, and justice initiatives.
The Government of Ukraine (GoU) has already made significant progress regarding the adoption of legislation and initiatives on reparations at the domestic level, including Law of Ukraine No. 4071-IX “On recording information on damage caused to personal non-property rights of individuals as a result of the armed aggression of the Russian Federation against Ukraine” and Law of Ukraine No. 4067-IX “On the Legal and Social Protection of Survivors of Sexual Violence Related to the Armed Aggression of the Russian Federation against Ukraine, and Urgent Interim Reparations”. At the same time civil society organizations have engaged in documenting crimes, providing support to the victims, and advocating for accountability and reparations.
IOM is committed to support the GoU institutions with ongoing reparations and transitional justice expertise and technical advice on best practices in the field of protection of the rights of citizens affected by the armed aggression against Ukraine, in particular supporting operation of the MoSP, in the form of policy papers, analytical briefs on national legislation and policies, direct consultations and recommendations on the MoSP’s activities.
Category A Consultants: Tasks to be performed under this contract
Conduct a technical assessment to understand the methodologies in place, documentation practices, the form, content, purpose, and modalities of storing and managing existing data, current business processes and algorithms implemented in the Unified Social Information System (USIS) or its subsystems to ensure the accounting of information on damage caused to personal non-property rights of individuals as a result of the armed aggression of the Russian Federation against Ukraine (hereinafter - accounting of affected persons); Provide recommendations on the need for regulatory or technical regulation of the issues of accounting for affected persons; Analyse certain business processes and algorithms implemented in the USIS subsystems, provide recommendations on their optimisation and improvement to ensure the registration of affected persons; Analyse and provide recommendations on optimising the interaction between the USIS or its subsystems and other central executive authorities' systems to ensure the registration of affected persons; Notate, model and/or design business processes, display them on diagrams in the Business Process Model and Notation (BPMN) notation in the form of a Business Process Diagram (BPD); Formulate general requirements for modernisation of current functionality and development of new functionality in USIS based on changed business processes and to formulate detailed technical requirements; Coordinate business processes, technical requirements and tasks with representatives of specialised departments of the Ministry of Social Policy; Check changes to the USIS for compliance with technical requirements and changed business rocesses; Provide recommendations on the methodology and mechanisms for registering affected persons; Prepare draft documents for the further development of the Systems for Accounting for Information on Damage Caused to Personal Non-Property Rights of Individuals as a Result of the Armed Aggression of the Russian Federation Against Ukraine, including a protocol for safe and ethical exchange of data, a skeleton for a data management system and a manual with user specifications on secure database application; Participate in all stages of the development life cycle, from concept to implementation. Coordinate the actions and plans of activity with the MoSP based on its evolving needs. Provide reports on the results of activities to the MoSP and to IOM PSHR project team. The Consultant will be hired to enhance the capacities of the MoSP and to specifically support the implementation the Law of Ukraine No. 4071-IX “On recording information on damage caused to personal non-property rights of individuals as a result of the armed aggression of the Russian Federation against Ukraine”. The Consultant will also analyze and optimize business processes in the USIS, provide recommendations, and support the development of Systems for Accounting of Affected Persons.
The result of the Consultant's services will be highlighted in monthly basis reports (by email 25th day of each month of contract duration) on the activities of the MoSP supported, analyses of business processes and algorithms conducted, recommendations for system optimization and technical regulation prepared, business processes modelled and documented, technical requirements developed, consultations provided, and progress in implementing the Systems for Accounting of Affected Persons.
Computer or Data Sciences, Statistics, Sociology, Information and Technology, Communications, or a related field from an accredited academic institution with four (4) years of relevant professional experience. Proven experience in System Development Lifecycle, including data analysis, documentation, development, training, and support. Proficiency in business process modeling tools. Experience in developing reporting materials, manuals, reports on data collection, data analysis, reporting and data visualization. Strong writing, communication, analytical and problem-solving skills with the ability to assess technical and regulatory requirements. Knowledge on the context of Ukraine is required. Proficiency in Ukrainian and English is required.
