General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The role of the MEL deputy coordinator is to lead GOAL’s monitoring, evaluation and Learning activities in the field. The MEL deputy coordinator is expected to take an increasing role in MEL design, analysis and reporting, working closely with the MEL Field Coordinator and Project Managers (PMs) in Syria, and the MEL Coordinator and Program Coordinators in Turkey. In addition to help in providing strategic direction to the monitoring, evaluation and learning (MEL) of the program, and to promote a culture of learning in all aspects of the GOAL Syria field teams’ work.

The Field MEL deputy Coordinator will oversee the Monitoring and Evaluation teams by coordinating their activities and ensuring effective communication between these teams and with the entire Syria program. The MEL deputy coordinator will report to the MEL Field Coordinator.

Duties, objectives and competencies

  • Line management of emergency / food security MEL teams, WASH MEL team and need assessment MEL team in planning and implementation of activities, such as distribution/post-distribution monitoring, market assessment, baseline/endline surveys, need assessment , M&E of WASH program etc
  • Ensuring data collection, accuracy, and good quality of data on monitoring findings
  • Quarterly meetings; dissemination of findings on monitoring results
  • Line management and quality support to WASH /FS/NSRF/need assessment MEL technical teams

M&E concept

  • Understand the basic monitoring and evaluation concepts and the purpose of M&E
  • Clearly define project cycle and results chain (outputs/ outcomes/ impact/ interventions)
  • Possess knowledge of indicators and their measurement in the different sectors of relevance
  • Understand the concept of participatory monitoring, evaluation, accountability, learning and needs assessment
  • Understand and interpret results framework, M&E Framework and indicator performance tracking tables
  • Understand the difference between descriptive and inferential statistics
  • Can compile M&E plans, indicators and monitoring data from several projects and sites and use tools for tracking project progress
  • Provide data and information gathered through M&E to orient programming and decisions

Project design and planning

  • Understand the link between the needs assessment and project design
  • Possess knowledge to define and determine outputs/ outcomes/ impact/ interventions and understand the objective hierarchy
  • Can develop results framework and logframe, including indicators for simple projects
  • Possess knowledge to use tools for tracking project progress and bottlenecks
  • Knows causal analysis approaches (ex. problem tree analysis, SWOT analysis) and can carry out situation analysis and assessment of needs & opportunities (with the inputs of technical specialists)
  • Possess knowledge and skills to coordinate a simple needs assessment
  • Can develop detailed M&E plans and logframes for multi-site and complex projects

Team management:

  • Lead and coordinate the activities of a team, including team leaders and team members.
  • Ensure that all staff have accurate job descriptions, and that performance reviews are conducted twice a year with staff.,
  • Make sure that all deputies and officers to Develop work plans on a weekly basis and monitor these in line with overall objectives of the team.
  • Ensure effective communication among and within teams
  • Supervise MEL deputies Manager to ensure that they are meeting their targets and objectives
  • Oversee the quality of work done in the MEL teams.
  • Provide management support and coordination to MEL deputy Managers so that their departments are able to complete tasks on time and of good quality
  • Provide capacity building, coaching and leadership to develop new managers and technical expert.

MEL Design

  • Develop data collection tools, and increasingly support in the design of assessments, evaluations, logical frameworks, and sampling methodologies
  • Support Project Managers (PMs) to understand the logical frameworks of their projects
  • Create a culture in which MEL is a learning and supportive resource for PMs, AMT, and SMT
  • Can effectively use data collection tools to gather qualitative and quantitative data at different levels: facility, community.
  • Ensure data entry using an electronic database
  • Can organize and lead data collection activities following the data collection and reporting flow put in place for a project
  • Can develop simple data collection tools based on monitoring indicators
  • Develop harmonized data collection tools involving the different stakeholders (project team, partners)
  • Maintain effective M&E system (ensure data collected translate to M&E Framework/IPTT

Data Quality management

  • Understand the fundamental concepts of data quality
  • Conduct on-site routine data quality audits at field and community levels
  • Knowledge of tactics for assessing the quality of collected data for indicators
  • Knowledge of data pitfalls, issues, and strategies for quality data
  • Coordinate routine data quality audits conducted in different sites and compile results at the level of a project
  • Provide supportive supervision on data quality at field and community levels
  • Manage tools and methods for assessing data quality for all indicators.
  • Coordinate data gathering and data management of population-based surveys and surveillance activities

Sampling

  • Understand and apply the concept of ‘random sampling’ following instructions/guidelines of a manager
  • Understand and can apply the method ‘spin-the-bottle’ used for selection of households in population based surveys.
  • Knowledge of commonly used probability and purposive sampling techniques
  • Can develop sampling frame and carry out sampling following instructions (manager, guidelines)
  • Understand basis of more complex sampling and can review the sampling approach proposed by an expert/consultant
  • Develop sampling frame and draw samples

Evaluation design

  • Understand the fundamental principles of evaluation (concepts, purposes and types of evaluations,)
  • Knowledge of quantitative, qualitative and mixed methods used in evaluation
  • Identifies needed resources for evaluation, such as information, expertise, personnel, instruments, budget
  • Understand and frame the different types of evaluation questions

Data Collection, Data Analysis and Reporting

  • Understand principles of qualitative and quantitative data analysis
  • Perform descriptive univariate and bivariate data analysis using Excel Pivot tables
  • Interpret frequency tables, bi-variate cross tables, mean and median
  • Interpret statistical data for use in decision-making
  • Work with PMs and MEL Coordinators to ensure that all project activities are monitored effectively
  • Manage and deploy MEL teams to efficiently collect data according to agreed sampling methodologies for all project activities
  • Prepare daily monitoring reports indicating key results, challenges, successes, and progress
  • Work with the MEL data reporting analyst to ensure that locally stored databases are regularly updated and cleaned, including translations of text responses
  • Work the MEL data reporting analyst to ensure the submission of quarterly and final monitoring reports in all sectors.

  • Develop data collection tools, and increasingly support in the design of assessments, evaluations, logical frameworks, and sampling methodologies

Evaluation design

  • Understand the fundamental principles of evaluation (concepts, purposes and types of evaluations,)
  • Knowledge of quantitative, qualitative and mixed methods used in evaluation
  • Identifies needed resources for evaluation, such as information, expertise, personnel, instruments, budget
  • Understand and frame the different types of evaluation questions

Data Collection, Data Analysis and Reporting

  • Understand principles of qualitative and quantitative data analysis
  • Perform descriptive univariate and bivariate data analysis using Excel Pivot tables
  • Interpret frequency tables, bi-variate cross tables, mean and median
  • Interpret statistical data for use in decision-making
  • Work with PMs and MEL Coordinators to ensure that all project activities are monitored effectively
  • Manage and deploy MEL teams to efficiently collect data according to agreed sampling methodologies for all project activities
  • Prepare daily monitoring reports indicating key results, challenges, successes, and progress
  • Work with the MEL data reporting analyst to ensure that locally stored databases are regularly updated and cleaned, including translations of text responses
  • Work the MEL data reporting analyst to ensure the submission of quarterly and final monitoring reports in all sectors.

  • Possess basic data visualization skills (use of tables, graphs, to represent data and information)

Qualitative techniques

  • Understand the purpose, advantages and disadvantages of qualitative techniques for data collection
  • Can conduct qualitative data collection activities
  • Know how to develop and use key qualitative tools (observation checklists, guide for group discussion and interviews) for monitoring purpose
  • Organize and oversee logistics of data collection, data management
  • Can conduct a training on qualitative techniques for data collection for interviewers
  • Perform textual analysis and develop topical outlines (coding)

Quantitative techniques

  • Understand the purpose, advantages and disadvantages of quantitative techniques for data collection
  • Can perform data entry using a statistical software and under guidance and supervision
  • Know the different interview techniques (structured/ semi structured)
  • Know how to use structured questionnaires for monitoring purpose
  • Know how to manage errors/bias and strategy to minimize them
  • Organize training and coordination of enumerators

Coordination and Learning

  • Share monitoring reports with PMs, AMT, other interested staff, and with external stakeholders
  • Document lessons learned, challenges, and successes as identified during M&E activities

Systems Design:

  • Work with Program Managers, and MEL teams to improve the accountability processes, including verification
  • Ensure that all staff are aware of the proper channels and circumstances to report serious complaints

Capacity development and training

  • Deliver basic training to teams (data collection methods, use of tools, concepts of M&E)
  • Assess the knowledge change of participants to trainings
  • Ability to identify gaps in staff knowledge of M&E concepts and skills and can provide a training in these topics
  • Organize/ facilitate training to improve teams’ skills in M&E
  • Provide coaching/mentoring staff and on-the-job training to improve skills of staff in M&E

Reporting

· Review all M&E activities reports and ensure that they are to standard.

· Produce a daily report and weekly summary on the data collected on a daily, weekly, and monthly basis.

· Create detailed reports about an activity or a case study resulting from the implementation of the GOAL activities or any other reports required of him.

Requirements (essential)

  • Bachelor's degree in social sciences, business administration, or other relevant field
  • Extensive experience in leading/coordinating monitoring, evaluation and learning teams and activities, preferably in humanitarian sector
  • Previous NGO work experience with increasing responsibility
  • Extensive experience managing and coaching staff
  • Strong problem-solving skills
  • Strong communication skills, including the ability to coordinate with multiple parties and external stakeholders
  • Sound judgement and ability to make impartial recommendations
  • Good English language skills (spoken, written, and reading)
  • Hard-working, proactive, and able to prioritise and delegate a demanding workload
  • Ability to travel and work in Syria
  • Commitment to beneficiary accountability and humanitarian principles

Requirements (desired)

  • Advanced level of MS office package (Excel, word, outlook ..) and good level of Power Bi program.
  • Good experience in data analysing , surveys designing data collection application (kobo, CommCare…).
  • Understanding of / experience in digital data gathering technology and/or database design and management
  • Knowledge of the Core Humanitarian Standards (CHS) and experience in upholding them and promoting them
  • Fluency in English

Ability and willingness to travel extensively to the field (up to 80%), sometimes under difficult and insecure circumstances
