To support South Area Office across all its programme, projects, and initiatives with data collection, analyzing and data management NRC is hiring a Monitoring, Evaluation and Learning Assistant.
1. Role and responsibilities
This position supports NRC Ukraine Monitoring, Evaluation and Learning (MEL) Department with monitoring activities including data collection through different methods, technical support with testing tools and primary data cleaning, field visits. The MEL Assistant will be reporting the MEL Coordinator.
Generic responsibilities
1. Ensure compliance and adherence to the NRC policies, guidance, and procedures, including national legislation, EU General Data Protection Regulation, and NRC policies regarding data security, data protection, and data-sharing.
2. Ensure compliance with NRC strategy, tools, handbooks, guidelines, and standards.
3. Support and contribute to the development and implementation of MEL systems, including guidance and tools.
4. Ensure proper filing of documents.
5. Identify opportunities and recommend solutions that will improve organizational MEL processes.
6. Contribute to organizing and delivery of tasks in line with priorities and standards.
7. Support in planning and execution of area level assessments.
8.Contribute to maintaining quality assurance standards throughout programming.
9.Maintain trust and treat project participants with respect.
Specific responsibilities
1. Support of monitoring, evaluation and accurate reporting on the area level.
2. Conduct different types of data collection through different methods (surveys, key informant interviews, focus group discussion etc.) using the requested modality (in-person or by the phone).
3. Testing tools for data collection in terms of technical or logical errors.
4.Participate in field mission activities.
5.Support MEL department with capacity building to project teams on M&E processes and tools.

1. Professional competencies
Generic professional competencies for this position:
• Bachelor’s Degree or above in social science, statistic, business administration, economy or other related field.
• Minimum 1 year of relevant work experience.
• Experience working in similar roles in humanitarian/recovery context.
• Previous experience from working in complex and volatile contexts.
Context related skills, knowledge and experience (shall be adapted to the specific position):
• Experience in collecting qualitative and quantitative information in national/international NGOs, research institutes, or academic settings (sociology or statistics department).
• Experience of working with mobile data collection systems (KoboCollect, ODK Collect).
• Good knowledge of the local context.
• Tolerance, empathy, ability to establish trusting relationships with people.
• Openness, communication, and goodwill.
• Basic English skills would be an asset.
• Experience of working with vulnerable groups is an advantage.
