    BACKGROUND AND PURPOSE OF THE ASSIGNMENT

    The Monitoring Assistant (MA) is essential in implementing the Country Offices programmes at the field level. The MA collects data related to WFP’s programme implementation and ensures this data is submitted for further analysis and disseminated through appropriate channels, to inform operational decision-making and strategic reorientation. The MA engages frequently with WFP’s beneficiaries and Cooperating Partners and often acts as their first point of contact with regards to WFP’s activities. The staff member will work under the guidance and supervision Head of M&E.

    Responsibilities

    The MA will perform the following responsibilities:

    • Apply corporate standards in all monitoring work, including standard operating procedures (SOPs), the Corporate Results Framework (CRF) and M&E corporate policies and guidance.
      • Work closely with programme units at the field level to ensure monitoring provides the necessary information for programme improvements.
        • Establish and maintain good partnerships with WFP’s beneficiary communities, Cooperating Partners, and Third Party or Outsourced Monitoring partners where applicable.
          • Mainstream gender, equity, disability, protection, human rights and other inclusion issues as appropriate in all M&E work.
            • Support training of enumerators, call center operators and Third Party or Outsourced Monitors where relevant, working closely with programme.
              • Based on knowledge of the country context and community needs, suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
                • Collect output, process and outcome monitoring data, including distribution monitoring, activity implementation monitoring, Post-Distribution Monitoring, retail performance monitoring, surveys and qualitative monitoring methodologies (i.e., Key Informant Interviews, Focus Group Discussions), using questionnaires and question guides developed by the CO. Support the implementation of remote monitoring as relevant.
                  • In coordination with partners, provide information about activity sites to the CO to inform sampling plans.
                    • Ensure WFP programmes in the area are implemented according to Field Level Agreements (FLAs).
                      • Keep track of monitoring visits and coverage, ensuring that all activity sites are monitored at least once a year, with more frequent visits to priority sites.
                        • Follow ethical guidelines during monitoring activities.
                          • Assist during technical support missions from the CO M&E team, evaluation teams or other missions related to M&E.
                            • Where Community Feedback Mechanism (CFM) is under M&E unit, implement CFM activities at FO level, working closely with programme.
                              • Conduct regular data quality checks at different stages of the monitoring cycle, ensuring that monitoring results are timely, complete and of high quality.
