The current conflict in Yemen broke out in 2015. The conflict has killed nearly 100,000 people and created the world’s current worst humanitarian crisis. Out of total estimated 30.5 million people, over 3.0 million are displaced, 24 million (or 80%) need humanitarian assistance. In such a context of protracted political conflict, the resilience of the Yemeni society needs to be strengthened beyond humanitarian assistance and community self-help initiatives. Local authorities, although seriously affected by the crisis, have remained in place and continue assuming important state functions, in particular for facilitating humanitarian aid, service delivery and conflict resolution. They retain some legitimacy and trust and have shown that they can coexist and collaborate with informal governance actors that are fundamental to the traditional Yemeni political order. Strengthening (economic) resilience of the Yemeni society in today’s context means strengthening responsive, inclusive and accountable local governance systems.

The Strengthening Institutional and Economic Resilience in Yemen project (SIERY) is a 3-year initiative supported by the European Union (EU) that aims to scale up support to local authorities to maintain and increase equitable access to public services and foster social cohesion and sustainable recovery, with the long-term goal of rebuilding trust in the state and redefining the central – local relationship. The Project takes a two-step approach. On the one hand, SIERY will empower district authorities with capacity development, technical support and discretionary funding to devise and implement, in partnership with communities and local influential actors, recovery plans and to fulfil their missions in a more participatory, inclusive and accountable, while fostering the emergence of a nation-wide compact for recovering the Yemeni local governance system in a way that can support peace- and state-building. On the other hand, SIERY, as a function of an improved local economic development environment by the local authorities, will support Micro, Small and Medium Enterprises (MSMEs) with capacity development, technical support and network opportunities and access to local Micro Finance Institutions (MFI) and grants.

The Monitoring and Evaluation Specialist will report to the Chief Technical Advisor/Project Manager (CTA/PM). Under the direct supervision of the Senior Programme Management Specialist, s/he will support the establishment of the overall framework for the project’s M&E systems, including the design of data collection and analysis tools, and will ensure the alignment of M&E activities with relevant result frameworks (project, corporate, donor etc.) S/he will also be an integral part of the SIERY project team contributing towards achievement of project results and will be supported by the M&E Reporting Officer and MIS Specialist.

 

1- Design and Implement M&E System:

  • Develop and implement M&E plan of project to generate regular information related to progress of the project.
  • Develop common indicators for data collection, design data collection tools/ templates, and assist for regular data collection/generation process.
  • Ensure that project indicators, targets, outputs and outcomes contribute and are aligned to the Project Document, Country Program Document (CPD) and other relevant documents
  • Provide technical support to project staff on implementing M&E plan and result framework.
  • Liaise with project implementation and management to collect and analyze data and to determine progress achieved

2- Project Information Management:

  • Track project’s output and outcome level results on the periodic basis in close coordination with project’s implementing team as well as with IPs.
  • Collect, check, verify and compile data from the field as stipulated in the M&E plan.
  • Review and compile monitoring reports, project progress reports, evaluation reports, photographs, case studies video documentaries, power point presentation, etc.
  • Update and maintain the project database.

3- Capacity Development in M&E:

  • Provide technical support to staff members for all M&E related activities.
  • Train staff members on M&E concepts, skills and tools.
  • Work closely with implementing team for enhancing their capacity for proper data collection and reporting.
  • Contribute to design TOR, training materials, communication materials related to project and M&E System.

4- Quality Assurance:

  • Review field level assessment reports, baseline studies and evaluation reports.
  • Ensure that reports from partners/consultants are complete and meet the quality requirements.
  • Undertake the quality control of project’s implementing strategies and approaches
  • Support Finance/Compliance Assistant on monitoring progress of financial management activities.

5- Reporting and Documentation:

  • Prepare the M&E periodic progress reports and submit to supervisor.
  • Assist project team to prepare period reports of project through providing M&E related information.
  • Collect and/or assist to collect case story, best practice documentation, lesson learn; and update and manage those information in project’s reports and other knowledge products. Liaise closely with the Communications Officer
  • Work closely with the project to ensure that lessons learned from project evaluations are documented properly.
  • Contribute for developing and managing knowledge products (knowledge management) of project.

6- Innovation:

  • Explore, design, develop and pilot explores innovative approaches to data collections, especially with regards to qualitative indicators such as ‘trust’, ‘collaborative action’ and ‘quality of governance’
  • Actively participate in global community of practice on innovative M&E practices
  • Generate and share lessons learned from innovative M&E data collection methods with the project team and beyond.

7- General responsibility:

  • Prepare monitoring field visit plan and conduct monitoring visit as and when required.
  • Conduct regular monitoring to project’s interventions to insure the quality delivery of inputs and contribute for generating expected results.
  • Ensure that financial management activities are conducted per the plan
  • Participate in internal and external monitoring mission.
  • Work closely with the project team member and relevant stakeholders for monitoring and evaluation of project interventions.
  • Undertake other activities as requested input into UNDP monitoring systems

Education:

Experience:

  • Minimum 5 years of relevant work experience in the design and implementation of M&E in development projects implemented by national/international NGOs/UN bodies/Government;
  • Experience in working in development in fragile states is required;
  • Proven understanding of statistics methods and tools;
  • Proven experience in development of planning processes and related monitoring systems, in conflict areas, fragile states and in complex projects/programs;
  • Strong analytical ability and written and oral communication skills is a requirement;
  • Computer skills and strong knowledge of various software including word; PowerPoint and particularly specialized expertise in Statistic software (SPSS or Stata) and Excel with data analysis.
  • Experience with EU approaches to ToC, RFW, M&E, reporting tools etc. is an asset.

Language Requirements:

  • Fluency in both written and spoken English.
  • Working knowledge of Arabic is desired but is not mandatory.
