The Division of Country Support and Partnerships (CPA) supports the development and delivery of WHO’s strategic engagement portfolio in Member States with and without country offices. It aims to maximize WHO’s impact in countries by helping them realize their health and development ambitions and strategies in line with the European Programme of Work (EPW) and the Sustainable Development Goals (SDG). CPA recognizes that each country is different and needs tailored collaboration. The Division works by bringing people and units together across WHO divisions, offices and key partners. The Division has the principal function to develop mechanisms that help the organization understand, strategize, implement and connect for country impact
In this, it focuses on gathering, analyzing and presenting information for country impact; developing, tracking and refining strategic country engagement plans; supporting programme implementation in countries; and facilitating effective collaboration and networks within the organization and with countries and partners. This includes working with partners and Member States to manage and respond to the health needs of refugees and migrants, with a focus on access to health services and on preparedness for refugee and migrant influxes. CPA operates in particular proximity to Country Offices and provides opportunities for frequent mobility between assignments in the Division and in countries (in particular for team lead positions). Individual technical officers will have - in addition to their specific technical focus- a geographic responsibility by virtue of being a focal point for a limited number of country offices, for which they will provide support across all technical areas covered by CPA
Under the direct supervision of the Programme Management Specialist and the overall guidance of the WR, and working closely with counterparts at the respective regional office in the country, the incumbent will be responsible for monitoring and evaluation (M&E) for the emergency response, as well as the recovery and reforms programmes. S/he will ensure effective M&E best practices throughout the full cycle of the incident management. This involves ongoing contacts with the relevant stakeholders including UN agencies, nongovernmental organizations, other WHO teams, field offices and health cluster partners.

Essential: University degree in Information Management, Public Health, Social Sciences, Statistics, Business management and administration international development with related training in qualitative and quantitative data management,
Desirable: Advanced university degree (Masters level or above) in information management, public health, Social Sciences, Statistics, Business management and administration international development, public or from an accredited institute. Certified training in monitoring and evaluation.
Essential: At least two years of related experience in monitoring and evaluation projects, methodologies and tools, including experience in emergency operations or recovery context at national level)
Desirable: Prior emergency, early recovery and reforms experience at field level, with WHO or UN agencies, health cluster partners, internationally recognized organizations or with an international nongovernmental organization. Knowledge of systems such as UN INFO, UNSDCF and/or UNCF reporting.
Essential: Expert knowledge of English. Expert knowledge of Ukrainian.
Desirable: Intermediate knowledge of other Official WHO Languages.
Proficiency in Microsoft Office applications as well as information technology, statistical analysis software, Power BI, ability to generate and format automated tables, charts, and infographics.
Remuneration comprises an annual base salary starting at USD 38,776 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
