The Position:

The Monitoring and Evaluation Associate substantively contributes to the effective planning, quality assurance, reporting, monitoring and evaluation for UNFPA’s humanitarian interventions in Gaza. You will work closely with the Gaza programme team and implementing partners to ensure data-driven decision-making and continuous improvement of programme activities in line with UNFPA’s strategic priorities. You will analyze and assess relevant political, social and economic trends, monitor programme and reputational risks, and provide substantive inputs to project results framework formulation, quality assurance of plans and reports and programming initiatives and the country’s humanitarian response framework.

This role requires a hands-on approach, with the M&E Associate actively engaging in programme monitoring, data collection, supporting implementing partners with quality reporting and capacity-building for our partners to strengthen their monitoring and evaluation systems. 

You will report to the Head of Gaza Office with the technical supervision of the M&E Analyst.

Job Purpose:

In Gaza’s complex and challenging operating environment you will be responsible for the localized monitoring and evaluation of UNFPA’s projects. You will play a pivotal role in ensuring that planning, performance monitoring and evaluation aspects of the programme in Gaza are performed to the highest standards. You will contribute to the adaptation of M&E tools and methodologies to the unique needs of the Gaza Strip, ensuring that monitoring and reporting processes reflect the realities on the ground and contribute to the overall success of UNFPA’s initiatives. You will assist in monitoring results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required.

You would be responsible for:

A. Planning, Monitoring and Quality Assurance

Provide inputs to country programme and partners’ annual work plans in Gaza, ensuring right formats and indicators and results-based monitoring and evidence-based programme Provide technical support to implementing partners in Gaza in developing Performance Monitoring Frameworks (PMFs), systems and plans, and surveys; Conduct regular field visits along with the Programme team to monitor the implementation of UNFPA-supported activities by partners in Gaza, ensuring adherence to support monitoring of results and planning processes as required. Monitor the progress and ensure the quality of UNFPA’s Results and Resource Plan’s quarterly milestones and partners’ annual work plan progress reports from Gaza, providing constructive feedback for continuous improvement. Facilitate results-based field monitoring visits, compiling detailed reports, and tracking the implementation of recommendations from these missions. Support programme units in compiling and analyzing data for projects and in producing results-based reports for donors, aligning outputs with expected outcomes and indicators. Assist in the development and adaptation of monitoring tools tailored to the Gaza context, including data collection forms, checklists, and reporting templates. Monitor and review data from implementing partners on a monthly and quarterly basis, ensuring the quality of collected data and providing inputs to the overall monitoring and evaluation of project progress. Collect, compile, and analyze data on key project indicators, providing real-time feedback to the programme team and partners. Support the timely and accurate reporting of project progress and challenges to the Programme team and the national M&E team. Maintain monitoring and evaluation databases. Review national documents and reports, tracking the progress of national indicators relevant to UNFPA’s mandate, and ensuring alignment with programme objectives.

B. Results-Based Management and Capacity Development

Ensure full understanding and implementation of UNFPA M&E Guidelines by the CO staff and implementing partners. Review the monitoring and evaluation strengths and weaknesses of implementing partners and devise means for improvements. Develop and review regularly the tools for monitoring and make adjustments to   facilitate objective measurement of indicators included in the Country Programme. Provide training and ongoing support to staff and partners on day-today project monitoring skills and techniques, including on data collection, reporting, and the use of M&E tools, as well as on UNFPA’s monitoring and reporting platforms and systems.  Assist in building the capacity of local partners to conduct self-assessments and internal monitoring of their activities.

C. Evaluation

Coordinate and support the implementation of UNFPA’s evaluation activities in Gaza, including but not limited to the support in the development of high-quality terms of references, stakeholder mapping, recruitment of and support to the evaluation teams, coordination of stakeholders, and reviews of evaluation products.  Facilitate mid-line and end-line project evaluations in Gaza to assess the extent to which the project has achieved or is going to achieve its pre-stated objectives, as needed.

D. Knowledge management

Support baseline surveys, reviews, evaluations, studies and other assessment activities conducted/ supported by the UNFPA Country Office in Gaza. Support for the identification, documentation and dissemination of best practices in programme management and delivery in Gaza and in each of the thematic areas of UNFPA’s interventions. Work with implementing partners in Gaza and regularly document lessons learnt and good practices of UNFPA interventions in Gaza.

Carry out any other duties as may be required by UNFPA leadership. 

Qualifications and Experience: 

A minimum of four years of professional experience in the field of development, with relevant and increasingly responsible professional experience in programme/project management and knowledge of evaluation and research methodologies applied to development, health and/or social programmes. Recognized expertise in monitoring and evaluation, including sound knowledge of results- based management techniques. Knowledge of statistical software (SPSS, STATA, CSPro and DevInfo) is an advantage. Track record in managing evaluations, with strong qualitative and quantitative research skills, and proven ability to produce demonstrable results. Experience in project design, management, and monitoring. Experience in UN system, international organizations or non-profit organizations in Gaza is highly desirable.

Education:  

First level university degree in Statistics, Health, Population and Development studies, sociology and/or other related social science disciplines. Possession of post graduate qualifications will be an added advanced degree.

Knowledge and Experience: 

Experience in project design, management, and monitoring Experience working with local NGOs and community-based organizations in Gaza is highly desirable. Familiarity of working in the UN system is beneficial Familiarity with multilateral development programmes and working procedures, especially global RMB and M&E standards and practices Field experience is a strong asset Strong presentation, communication, and writing skills Familiarity with multilateral development programmes and working procedures, especially global RMB and M&E standards and practices. Field experience is a strong asset. Excellent oral and written communication and presentation skills in English and Arabic.

Languages: 

Fluency in English and Arabic is required.
