Org. Setting and ReportingThis position is located in the United Nations Peacekeeping Force in Cyprus. The Mission Planning Officer reports to the Senior Advisor under the Special Representative of the Secretary-General (SRSG). ResponsibilitiesPartnerships, Planning and Programming. Facilitates joint and integrated planning between Mission components and other relevant partners in accordance with the Policy on Integrated Assessment and Planning (IAP) guidelines and senior management guidance. Conducts analysis, formulates recommendations and drafts segments of documents in order to assist UN senior management to develop, implement, and monitor strategies to maximize the individual and collective impact of the UN's response in the country of deployment, concentrating on mandated tasks and activities required to consolidate peace and security, through a strategic partnership between the Mission and the relevant partners. Supports the preparation of a Mission Concept, or similar initiative, which translates the mission mandated tasks into a form that fuses objectives, timelines and expected outcomes into a coherent whole, serving as an authoritative guide for the development and implementation of Mission component plans. Lead and manage the Mission's Comprehensive Performance Assessment System (CPAS). Provides advice to Mission components in development of component-level plans, ensuring coherence with the Mission's overall strategic direction. Assist in the preparation of the budget, including staffing needs and workplace planning, and advises senior management to help ensure resources are used to support implementation of component plans, mission priorities and Integrated Strategic Framework (ISF). As directed by Mission leadership, designs and facilitates development of other strategies and plans required for implementation of the Mission's mandate, Analysis, Advice and Reporting. Provides advice to senior management and program managers on strategic and operational planning policy, procedures and best practices, in line with the Policy on Integrated Assessment and Planning (IAP); provides recommendations on design of specific mechanisms, in line with policy and best practice, to meet the needs of the Mission and partners. Supports the establishment and operation of integrated field coordination structures, such as a senior leadership forum, and a joint planning and analysis group at the working level, providing policy guidance and technical assistance as required; coordinates Mission-level support to the Headquarters based Integrated Task Force (ITF) or equivalent body and support Technical Assessment Missions, Strategic Assessment Missions and Strategic Reviews. With all relevant stakeholders, facilitates the development and implementation of an UN Integrated Strategic Framework, or equivalent document, for peace consolidation in the country, including a system for monitoring and evaluation of progress and making suggestions on priorities and roles for the United Nations. Prepares the Mission Results-Based Budget (RBB) framework and performance reports, and prepares input as required for audits, budget monitoring and performance reporting. Work ExperienceA minimum of seven years of relevant, progressively responsible professional experience, including in planning, evaluation, program management or policy development at a strategic level as well as facilitating and coordinating multi-stakeholder processes in peace consolidation settings, is required. Comprehensive knowledge of relevant UN policies, procedures and operations is required. In-depth knowledge of Comprehensive Performance Assessment System (CPAS) is desirable. At least one year of experience working in one of the above fields in or in support of a field operation of the United Nations Common System or a comparable international organization is desirable. Experience in a conflict or post-conflict setting is desirable. Practical experience in using monitoring and evaluation tools is desirable Professional training in the areas of planning, facilitation and/or coordination is desirable. Experience in implementing relevant UN Secretariat policies, procedures and operations, including legislative and budgeting processes, is desirable.
