Org. Setting and ReportingThis position is located in the United Nations Interim Administration Mission in Kosovo (UNMIK). The Mission Planning Officer will be based at UNMIK HQ in Pristina and report to the Senior Mission Planning Officer under the Chief of Staff. ResponsibilitiesFacilitates joint and integrated planning between Mission components and other relevant partners in accordance with the Policy on Integrated Assessment and Planning (IAP) guidelines and senior management guidance. Supports the preparation of a Mission Concept, which is built on the vision of the Special Representative of the Secretary-General, and translates the Mission’s mandated tasks into objectives, timelines and expected outcomes into a coherent whole, serving as an authoritative guide for the development and implementation of Mission component plans. Supports the management of the Mission’s Strategic Management Application system for programme monitoring and supports the development and roll-out of the Integrated Planning, Monitoring and Reporting (IPMR) in UNMIK. Conducts analysis, formulates recommendations and drafts segments of documents in order to assist UN senior management to develop, implement, and monitor strategies to maximize the individual and collective impact of the Mission’s mandated tasks and activities. Provides advice to Mission components in the development of component-level plans, including at the Field Office level, undertaking quality assurance to ensure coherence with the Mission’s overall strategic direction, and relevant plans and policies developed for UNMIK. Assists in the preparation of budget preparations, including staffing needs and workplace planning, and advises senior management to help ensure resources are used to support implementation of component plans, mission priorities and the Integrated Strategic Framework (ISF). As directed by the Mission leadership, designs and facilitates development of other strategies and plans required for implementation of the Mission’s mandate. Provides advice to senior management and programme managers on strategic and operational planning policy, procedures and best practices, as required, in line with the Policy on Integrated Assessment and Planning; provides recommendations on design of specific mechanisms, in line with policy and best practice, to meet the needs of the Mission and partners. Leads on the preparation of the Mission Results-Based Budget (RBB) framework, CPAS, A4P+ and other performance reports, and prepares inputs, as required, for audits, budget monitoring and performance reporting. Provides training to Mission components to strengthen the overall results-based and programme management capacity, including evaluation, at both Mission headquarters and field levels.
