Furthermore, the consultancy will contribute to the methodological design of the Metropolitan Laboratory RMBC 2025 and the technical workshop to be organised in collaboration with LCAU-MIT, securing linking the two events with both the RMBC Regional Observatory and Regional Strategic Plan on-going processes, ensuring alignment with international best practices and local needs. Work LocationBOGOTA Expected duration4 Months Duties and ResponsibilitiesThe United Nations Human Settlements Programme (UN-Habitat) is the mandated UN Agency working towards a sustainable urbanization and human settlements. UN-Habitat works in over 90 countries supporting people in cities and human settlements for a better urban future. The agency has been focusing on urban development for over 40 years. Working with governments and local partners, its high impact projects combine world-class expertise and local knowledge to deliver timely and targeted solutions. The Policy, Legislation and Governance Section (PLGS) is one of the five sections of the Urban Practice Branch of UN-Habitat. The Section works on Policies, Legislation and Governance with specific mandate which include: 1. Develop norms, standards, tools, methodologies, regulatory frameworks, and code of practices at global, regional and national level. 2. Lead testing/piloting of tools and methodologies through pilot programmes and projects. 3. Disseminate norms, standards, tools, methodologies, regulatory frameworks, and code of practices, including knowledge products. 4. Provide technical, policy advice and services on norms, approaches and methodologies to internal and external partners including on implementation of operational programmes/projects. The Policy, Legislation and Governance Section plays a critical role in implementing the UN-Habitat Strategic Plan 2020-2025, the relevant Sustainable Development Goals (e.g. target 11a.1) and the New Urban Agenda. This assignment is designed to support PLGS work on the area of metropolitan and regional management, under the MetroHUB Global Programme and, specially, to generate technical documents and methodological recommendations for the projects being currently implemented in the Bogota-Cundinamarca Metropolitan Region. Report to UN-Habitat Manager The consultant will report to the Chief of the Policy, Legislation and Governance Section. Activities 1. Contribute to the preparation of the “technical guidelines for the scalability of Bogota's circular solid waste management model to the metropolitan and regional level, and its linkage with the RMBC Regional Strategic Plan” based on the discussions from the international Experts Group Meeting (EGM) on the same topic to be held in Bogota. 2. Provide technical and methodological recommendations for linking the setting-up process of the RMBC Regional Observatory to the technical workshop on metropolitan planning and governance to be held in Boston, USA, in collaboration with the Norman B. Leventhal Center for Advanced Urbanism of the Massachusetts Institute of Technology (LCAU-MIT). 3. Provide technical and methodological recommendations for linking the formulation process of the RMBC Regional Strategic Plan to the “Metropolitan Laboratory RMBC 2025” to be held in Bogota in collaboration with LCAU-MIT. 4. Solicit and incorporate inputs from PLGS personnel, as necessary to complete the activities and outputs included at these terms of reference. 5. Undertake additional activities as might be assigned by the Chief of the Section in line with the scope of these terms of refence. Qualifications/special skillsA master degree in architecture, urban planning, public management, or related area is required. Other advanced-level university degrees with a combination of additional years of qualifying experience may be accepted. Complementary studies on territorial development, metropolitan and regional affairs and/or related will be highly valued. At least five (5) years of experience in urban development is required, of which at least two (2) years of relevant experience on metropolitan and regional topics is required. Experience in formulation of metropolitan plans, and methodological design of capacity building programmes, labs, or campus on metropolitan affairs or related areas is desirable. Prior knowledge and experience with an international organization is desirable Good knowledge of MS office software, e.g., Microsoft Office; other software for carrying out research and analysis is desirable.
