Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent reports to the UNSOH Chief Medical Officer. The temporary position is based in Santo Domingo and is located with the Medical Service Section. ResponsibilitiesWithin delegated authority, the Medical Officer will be responsible for the Coordination of Medical Evacuation and following duties: • Act as the UNHQ focal point for all medevac requests, and liaison for technical questions with UNSOH. • Provide continuous medico-administrative support for medevac operations from Level 2 Hospital in Port au Prince to Level 3 and Level 4 designated evacuation centers in the Dominican Republic. • Facilitate communication between the requestor, local authorities, GSF stakeholders, and Level 3 and Level 4 hospitals, at all times as needed. • Act as the in-country (Dominican Republic) communications focal point and liaison between the patient, treating physician, requesting organization, and receiving country on behalf of the UN. • Develop and update Standard Operating Procedures (SOPs) for medical evacuation plans in coordination with the UNSOH PECC and Medical Desk Officer. • Conduct technical assessments of health facilities/health providers as requested by DHMOSH. • Any other function or duty as requested by the Chief Medical Officer. Clinical Duties: • Supports clinical duties including emergency responses • Supports staff referrals to outside specialists as necessary and follows-up with outside specialists. Participates in addressing work environment and occupational health issues. • Ensures quality in clinical services including the implementation of quality control mechanisms and procedures, the use of published UN clinical guidelines, and adherence to patient safety and adverse event reporting requirements. Medical Administrative Duties: • Advises administration on medical standards for recruitment, sick leave, and medical. evacuations/repatriations as per United Nations policies and guidelines. • Participates in drafting and implementation of business continuity and crises preparedness plans for the duty station/mission. • Manages/Supports day-to-day operations. • Deputizes for the Senior/Chief Officer during his/her absence. Supervisory Administration: • Supervises laboratory technicians, nurses and medical administrative staff. • Ensures availability of drugs and medical supplies and proper functioning of medical equipment. • Ensures appropriate training programs are implemented in order to maintain and develop the medical capabilities (e.g. health education, HIV/AIDS prevention, first aid and CPR). General: • Performs other related duties as required. EducationA first-level university degree that qualifies for registration as a licensed medical practitioner (MD, MBBS, MBChB or equivalent) is required. Job - Specific QualificationCurrent unrestricted registration with the medical licensing authority of one of the Members States of the United Nations is required. A valid license and registration to practice medicine, is required. Training in Emergency medicine and trauma care is desirable. Work ExperienceA minimum of seven (7) years of progressively responsible clinical experience in one of the areas of medicine, is required. Experience conducting and coordinating medical evacuations in an international environment is required. Experience in UN or other specialized agency field operation support is desirable. Experience in managing multiple high-level stakeholders and managing multicultural team at country, regional and global levels is desirable. Experience with electronic medical record systems and data analysis is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
