Project Context and Scope
Under the overall supervision of the Chief of Mission and the Programme Coordinator (Shelter & Housing) and Programme Manager (Construction), with the direct supervision of Programme Officer (Architect), and in coordination with other technical Programme specialists, the Consultant will provide support to the implementation of IOMs efforts to improve living conditions of crisis-affected population across Ukraine.
The nature of the work will be, but not limited to, the design of the water supply, sewage systems (W&S), heating systems, and ventilation (H&V) for renovation and new construction of multi-story residential buildings, in addition, to support the Design team in any task regarding the W&S and H&V.
\"Improving Living Conditions for Internally Displaced People in Eastern Ukraine\" is aimed at increasing the opportunities and options to access to housing for internally displaced people (IDPs) and persons of necessary professions, specialties and qualifications from among local residents of territorial communities. The project is developed and will be implemented consistently involving beneficiaries, including the local communities, local, regional, and central authorities. To ensure this inclusion, all partners will participate with contributions towards the objectives of the project, giving a sense of ownership and responsibility. The project structure will allow for several solutions in terms of the acquisition of the required housing units. The project aimed at supporting the Housing Unit design team involves providing comprehensive assistance across all stages of the design and development process. This includes helping with initial research and concept development, ensuring designs align with market trends, client needs, and local regulations. The support also extends to creating detailed architectural drawings and models, , mechanical calculations and designs, managing project timelines, coordinating with various stakeholders, and ensuring that sustainable and innovative practices are integrated into the designs. The goal is to facilitate the creation of high-quality, functional, and sustainable housing units while ensuring the design process runs smoothly and efficiently. Assist the Architectural Team in making mechanical designs for the construction of the housing buildings, as well as in coordinating with implementation partners and stakeholders. Develop design documentation as responsible mechanical analysis specialist, including preparation of engineering/architectural plans, drawings, visualization, specifications, the scope of work, schedule of work, bill of quantities, cost estimates, and any other necessary technical documents. Provide technical support to the Architectural Team by reviewing or preparing specifications and other construction-related procurement documents regarding mechanical discipline. Assist the Architectural Team in coordination with the local authorities to provide all necessary permits for construction works as required by national legislation regarding mechanical discipline. In coordination with the Architectural Team, support the field engineering team to ensure efficient and effective execution of works regarding mechanical discipline, complying with all technical requirements of IOM. In coordination with the Architectural Team, plan and organize appropriate on-site supervision and inspections to ensure that the project is implemented according to approved design documentation regarding mechanical discipline. Assist the Architectural Team in compiling regular reports as required, collecting, analyzing, and summarizing information on various aspects of the project, including financial, technical, and schedule compliance regarding mechanical discipline. Support the Shelter Team in developing technical documentation, visits, or any other necessary task. Ensure proper filing of documents according to data protection and confidentiality protocols. Comply with IOM’s policies and procedures including prevention of sexual exploitation and abuse (PSEA) and promotion of a respectful work environment in order to contribute to a healthy workplace. Undertake duty travel around Ukraine as required. Perform such other duties that may be required. Performance indicators for the evaluation of resultsConsultant monthly reports to IOM fully correspond to requested tasks. The day-to-day work of the Mechanical Engineering Consultant will be coordinated with the relevant IOM project staff. Education
Bachelor’s degree or equivalent in Civil Engineering/Architecture from an accredited academic institution with at least three years of relevant professional experience. Experience Experience in mechanical design (mechanical analysis) and planning; experience in the design of residential building construction. Experience in architectural/structural designer’s supervision. Experience in design documentation approval and state expertise an advantage. Languages Fluency in English and Ukrainian is required (oral and written). IOM’s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
