Background:

In Somalia and Somaliland FCA has been working under a right to peace thematic areas since 2008 including governance and reconciliation projects and later has expanded in quality education (R2QE) thematic area.
Primary purpose of the position:
Under the direct supervision of the MEAL Team Leader, the MEAL Officer will be based in Baidoa and support FCA Somalia, particularly its Baidoa office on the overall MEAL activities. Specifically, the MEAL Officer will work closely with the Education Project team to support data entry and regular monitoring project activities. He/She will generally support the MEAL team and project team to ensure learning and accountability systems are working effectively in the implementation in Education Projects in South West State of Somalia. Ensure consistency within all the R2QE programs and practices of products and tools to disseminate the findings of surveys and assessments.
Main tasks:
Programme Monitoring:
o Support MEAL Team Leader to steer the development of the project monitoring and evaluation framework and ensuring that MEAL Plans are developed and closely followed up with partners, other Government stakeholders and beneficiaries.
o Conduct real time monitoring and analysis of the operating environment, suggesting quick readjustments of the programming activity.
o Coordinate with field staff to develop tools and methods to improve data collection for surveys and assessment and beneficiary data for all projects.
o Ensure data are collected, analyzed and presented for decision making and program learning.
o Work with the MEAL team to update the Output/Outcome indicator trackers for the assigned projects.
o Under the supervision of MEAL Team Leader establish an accountability system that includes a feedback/complaint response mechanism; in line with FCA complaint response mechanism policies and guidelines.
o Ensure active participation of the partner, and other stakeholders of the FCA R2QE and R2L in the project monitoring evaluation system.
o Work with MEAL Team and Project team to ensure disseminations of lessons and best practice in Education and livelihood programmes
o Develop systems for documentations, learning and knowledge management in the assigned projects.
o Ensuring monthly updates of MEAL database and Activity Tracking Table for the assigned projects.
o Collecting and maintaining data management for rapid assessments, situational analysis, surveys, evaluations and other research as required.
o Ensuring active participation of the local partners, and other stakeholders in project monitoring and evaluation system .
Quality Control:
o Under the direct guidance of MEAL Team Leader, establishing and maintaining feedback mechanisms of FCA programme and the assigned project for decision making.
o Adapting accountability and quality tools to ensure accountability in programming
o Integrate mobile technology and other innovative solutions where feasible.
o Being the focal point for FCA MEAL Community of Practice in South West state of Somalia
o Conduct regular and frequent visits to target locations
o Performing any other duties as may be assigned from time to time.
Required experience, knowledge & skills:
o Bachelor degree in Social Sciences, International Relations, Political Sciences, Monitoring & Evaluation, Research Techniques or related fields.
o 3 years of working experience in data collection, tabulation, analysis and report writing in humanitarian and development contexts with national or international NGO in Somalia.
o Knowledge of human rights-based approach and sectoral understanding in education, governance, and emergencies preferred.
o Understanding of the concept of accountability and its implications in monitoring and evaluation.
o Sound experiences in the design of tools and methods for data collection, data analysis, report writing of surveys, assessments and evaluations
o Experience with the use of ICT for Monitoring and Evaluation.
o Experience in GIS software is an asset.
o Excellent written and oral communication skills in English and Somali.
o Computer proficiency in word processing, Power Point, database, spreadsheet and graphics presentations and other applications.
o Demonstrated sensitivity to (cultural) diversity and gender issues;
o Ability to work in a high-risk security area.
The selected incumbent will be firstly provided with a probation period of 3 months. The MEAL Officer will report to the MEAL Team Leader. The compensation is based on FCA Compensation System and depends on prior work experience.
