Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move and local vulnerable population/host communities. DRC is currently looking for a highly qualified Spanish and English-speaking MEAL MANAGER based in Caracas, Venezuela. This is an opportunity for an experienced DRR to support DRC’s emergency response to the current situation in Venezuela.
Overall purpose of the role: The main objective of the MEAL Manager is to support the Head of Programme, in the implementation of the strategy to monitor and evaluate the quality of programs according to internal indicators, donor indicators, and monitoring and evaluation principles. He/She will carry out strategic activities of monitoring indicators, reporting and control of means of verification, supervising MEAL officers, eventually accompanying field teams in field activities. Under the direct supervision of the Head of Programs, she will have to coordinate with the programmatic team within the framework of the MEAL strategy jointly with the heads of each base.
Responsibilities:
Quality Management:
Design and support the implementation of the MEAL program for DRC Venezuela's humanitarian programs. Responsible for the development of monitoring plans, which contribute to demonstrating the impact of DRC actions. In conjunction with the Head of Programme, guarantee that the programs have a kick off, where good practices of the different programs can be evidenced and synergies can be generated between them. Ensure high data quality by ensuring accurate data collection, entry and uploading, as well as basic information analysis. Manage joint cross-sector assessments, assessments, baseline and end-line studies, etc. Ensure the standardization of the Means of verification, established for each DRC Humanitarian program. Under the supervision of the Head of Programme, coordinate MEAL activities with partner organizations in projects in which the DRC is associated.Monitoring
Ensure that the DRC monitoring and tracking system is updated in the assigned offices. Support the design and testing of tracking tools to be used during activities and assistance. During field monitoring activities, ensure that beneficiaries are treated with respect, confidentiality, and informed consent.Reporting and information management:
Ensure the development of appropriate monitoring, tracking and reporting systems, tools and templates that improve product monitoring and program quality. Promote and ensure the use of data for decision-making processes, Coordinated with the Base Managers. Produce regular monitoring reports to ensure programs have accurate and useful data to inform project development. Participate in the internal evaluation of the programs.Accountability:
In conjunction with the Head of Programme, develop and continually update the accountability strategy and lead the implementation of complaints and feedback mechanisms for the programs that are carried out. Ensure activities comply with DRC's Community Accountability principles.Knowledge of Project Indicators:
Regularly review the indicators of the assigned project or projects. Make updates to the indicators when there are extensions or amendments to the projects.Management and articulation:
Liaise with programs and operations to ensure effective monitoring at the bases. Technically coordinate the MEAL team of the assigned bases Articulate with the IM information management unit, in the management of the assigned databases.Consortium Coordination and External Representation:
Act as focal point for all issues related to DRC in the consortia. Ensure coordination of data collection and compilation. Act as the DRC focal point for the baseline study, intermediate and final evaluation of the consortia. Act as a Focal Point for external representation with donors, MEAL working groups, partner agencies and local partners.Capacity Building:
Provide recurrent capacity building to field teams, MEAL team in Country Office and local partners Enhance the capacity of local responders on Monitoring, Evaluation, Accountability and Learning Provide capacity building to local partners on a recurrent basis, ensuring that MEAL standards are applied during project implementationExperience and technical competencies:
At least 5 years of work experience related to the area. Specific experience in humanitarian assistance programs, related to MEAL functions. Experience in supervision and monitoring of personnel Field work experience in the monitoring and evaluation sector of humanitarian projects. Experience in supporting the implementation of MEAL strategies including the production of surveys with statistical and qualitative relevance. Experience working in multicultural environments. Excellent command of MS Office, especially Excel Good management and administration of databases. Management of information collection systems (KOBO, Survey Monkey) Good knowledge of written and spoken English and Spanish.Education:
Professional in Economics, Industrial Engineering, Statistics, or a related professional field. Desirable specialization or master’s degree in political science, economics, statistics, international cooperation, humanitarian assistance, or other similar fields
