The Law Division works with international and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of Conventions and International Agreements. The consultant will work under the overall guidance and supervision of the Interim Montreal Protocol Regional Coordinator, Southeast Asia and Pacific Island Countries Network on licensing systems for trade control of HFCs and Programme Management Officer, ExCom coordinator, OzonAction, Law Division on consumption trends of HFCs in comparison with the baseline. The consultant shall carry out and successfully complete the following tasks: 1. Conduct detailed assessments on procedures of different types of licensing systems for trade control of HFCs in 2 selected LVCs, whose KIP is led by UNEP, that use annual (multi-shipment) license and per-shipment permit. 2. Conduct detail assessment of data monitoring and reporting mechanism e.g. procedures to allocate and monitor HFC quota utilization both in MT and tonnes CO2 equivalent 3. Formal data review procedure by countries as well as source documents used by the NOU to report the consumption data. Consistency, accuracy/reliability and completeness of collected consumption data information. 4. Identify gaps and areas for improvement of HFC licensing and quota system as well as data monitoring and reporting 5. Prepare a detailed report covering points 1-4. 6. Based on outcomes of the assessment and the report, develop 2 factsheets/information materials; one for HFC licensing and quota system and one for data monitoring and reporting. 7. Conduct detailed assessments of the consumption trends in comparison with the baseline in 2 selected LVCs, whose KIP is led by UNEP, where the consumption fluctuates (assess current consumption, trends in the industry, economic growth and trends, impact of market forces, existing legislation, trade flows, etc.) 8. Identify the main causes, needs of the local markets and understand the future demand in HFCs consumption in these countries. 9. Prepare the detailed report covering points 7-8. 10. Prepare a factsheet/information material on methodology which will support LVC A5 countries to carry out similar analysis in respective countries covering points 7-8. The methodology’s short version should be presented. 11. Present and disseminate outcomes of the assessments/reports above in the virtual meeting/side event during the Montreal Protocol related meeting or during the regional network meeting as appropriate. Qualifications/special skillsMinimum 5 years of work experience in relation to the Montreal Protocol including Montreal Protocol and Kigali Amendment Obligations is required. Within the required 5 years, 3 years of work experiences and understanding on HCFCs and HFCs licensing and quota systems operations in developing countries as well as data monitoring, reporting, verification and reporting is required. Policy and technical expertise related to the implementation of the Montreal Protocol in developing countries is desirable. Prior working experience with international organizations, and/or inter-governmental organization at the global, regional and national level is desirable. LanguagesFluency in written and spoken English is required. Additional InformationA master's degree in environmental science, environmental policy, and engineering is required. A Bachelor's degree in combination with two qualifying years of experience may be accepted in lieu of the master’s degree.
